Session 1687, Minutes <br />February 10, 1997 <br /> <br />KAUFMAN PARK EXPANSION <br /> <br />Mr. Ollendorff stated that many citizens, City staff and the Council had spent <br />the last eight to nine months considering uses for the Kaufman Park expansion, <br />which includes the Green family home. Mr. Ollendorff suggested the Council <br />endorse for further study "The Green Center: A Natural Laboratory and Cultural <br />Gathering Place" proposal which was prepared by U City in Bloom in conjunction <br />with the Arts and Letters Commission, interested citizens connected with City <br />staff and the School District. Questions for further study should include how <br />finances will be found to pay for and maintain the Center. Mr. Ollendorff <br />further recommended a budget of up to $2,000 to obtain dependable cost <br />estimates for necessary improvements, such as air conditioning and ADA <br />compliance. <br /> <br />Mr. Schoomer moved approval. Mr. Munkel seconded the motion. <br /> <br />Mr. Wagner wished to emphasize to the proposers of the Green Center the <br />importance of finding the finances to create the Center as well as bringing <br />the building up to code and maintaining it on a yearly basis. <br /> <br />Mr. Dan Doyle, 7900 Delmar, stated that he was President of the University <br />City Children's Center and had submitted a proposal for use of the Green <br />Center. He wanted to endorse the U City in Bloom's and the Arts and Letters <br />Commission's concept of turning the Green property into a conservation <br />learning center and laboratory. He also stated that the Children's Center <br />looks forward to working with the City in trying to find another site or <br />redevelop the site later on. They did not want to withdraw their proposal in <br />hopes of giving Council a plan "B", should circumstances warrant. <br /> <br />Mr. Schoomer directed the City Manager to provide the study data on the Green <br />Center proposal to the Children's Center as it comes available. <br /> <br />Mr. Lieberman reported that, last Thursday evening at the Library, the Green <br />Center proponents received a great deal of support from many prominent <br />citizens and teachers. The idea was very well received. The State Department <br />of Conservation was mentioned to have stated a favorable interest in this type <br />of project and possibly might provide some financial support. <br /> <br />Mayor Adams queried Council's pleasure and the all-aye motion carried <br />unanimously. <br /> <br />RESCUE TRUCK SALE <br /> <br />Mr. Ollendorff reported that the City was interested in selling their Rescue <br />Truck in the near future, because the new fire truck is a combination rescue <br />and pumper vehicle. A dealer approached the City to buy the vehicle for <br />$30,000. The value of the vehicle new was $33,000. Some parts of the vehicle <br />are eight years old and others even older. Several dealers were asked to <br />price the vehicle as a measure to determine if the offer to buy was <br />reasonable. Trade figures received were in the $10,000 - $15,000 range. <br />Recommended acceptance of the offer. <br /> <br />Mr. Munkel moved approval. Mr. Ware seconded the motion. <br /> <br />Mr. Munkel asked Mr. Ollendorff if our new vehicle had an on board generator <br />and an air tank system for refilling air bottles, since the old truck had <br /> <br /> <br />
