Buffer (may inc],~l~ Ine~ay) betwee1 storage/parking area and Ruth Park
80 feet in width, includir~ existing tree area in Ruth Park.

Mrs. Sd~m~n thou~t it might be helpful if the exact locatic~ of the pro-
posed parking facility was n%~Tibed. Mayor Majerus said she w-us pl~ed to
see it was uncWcrusively locatea_ behind the school.

Mr. T~_r Groes, 8294 Mane, said residents in his area had a right to ex-
pect pLutectic~ of their p~-o~_rty va],~. He felt a sdlool bus parking fa-
cility at Brittany Woods would violate the Municipal Code and result in in-
cr~.~ed traffic, air pollution, and noise. He wanted to know why t/lat site
was choeen and if there were alternative sites. He felt tba rights of home-
owners in this area were not oc~lsidered and that tba cpinic~ of the School
District's attorney was self-serving and had influenced Ccuncil's actions.
He said otbar attorneys did not agree and the c~inic~ could be challenged.
He asked Council not to change the Code to allow bus parking at 8125 Groby.

Mr. jam Boc~e, #S Nob Mill, said his neighborhood is adjacent to tba school
and residents do not a~L~e the {~ct of bus parking ~1 nearby hcees would be
m/nimal. They think property values will be lowered, and are concerned about
bus va~]ism, the kind of landscaping to be used to shield homes, use of
their cul-de-sac as a bus turn-aruund with cu~sequent damage to the street,
and f~s, noise, and pollutic~ fL~ the number of buses using the lot.

Ms. Theresa Alsup, 936 Gay, asked why the bus parking facility could not re-
main where it was or use arrfcher location, such as McKnig~t. She also wished
to Rnow why it was necessary to amend the Zoning Code since the p~uposed fa-
cility is cel school p~uperty, and she w~s ocr~erned a prec~a~nt might be sat.
She said it scu~a as if Mr. Grce~an had ccr~ul~a a lawyer and she wanted

Mr. Ollendorff said the p~u~oeed wording in the ordinance would make it very
difficult to take advantage, i.e., the site ~ be three or more acres and
buses may serve only the owner of that p~uperty.

Mrs. Tn~eon as~a Mr. Ollendorff to c~,.,~nt c~ pzu~/ty values, screening,
noise, and destructic~ of pLuperty. Mr. Ollendorff said be was not an expert
on pk~_rty values, however, be felt noise would be minimal since the parking
area is several hundred feet f~ any p~uperty. Also, buses cannot be seen
f=~u nearby p~u~erties since they will be in a depressed parking lot, and the
Sd~ool Board has a~_~e~__ to put solid screen fencing aruund it. He said the
City's intent is to minimize the effect c~ the surrounding neighborhood, and
he felt the conditions do that; however, he could not guarantee there wuuld
he absolutely no effect c~ the nei~k~fnocd. The Sd~ool Board is moving the
bus parking facility because the present site will be used to b~i ld an early
learning center, but he did not know why they chose the Brittany Woods site.

Mr. Cotton moved approval with all conditions. Mayor Majerus seconded the
motic~.
