<br />Bill 9188 carried unanimously and become Ordinance 6919. <br /> <br /> <br />3. BILL 9189 – <br />An ordinance adopting a new section of the Municipal Code of the <br />City of University City, Missouri establishing a commission on youth issues and <br /> <br />providing for the appointment of members to this commission. <br /> <br />Mr. Sharpe moved to approve Bill 9189 and was seconded by Mr. Crow. <br /> <br /> <br />Roll Call vote was: <br />AYES: Mr. Crow, Mr. Sharpe, Mr. Price, Ms. Carr, Mr. Kraft, Mayor Welsch <br />NAYS: none <br /> <br />Bill 9189 carried unanimously and became Ordinance 6920. <br /> <br />4. BILL 9190 – <br />An ordinance amending various sections of Chapter 10, vehicles and <br /> <br />traffic, to revise traffic regulation as provided herein. <br /> <br />Ms. Carr moved to approve Bill 9190 and was seconded by Mr. Crow. <br /> <br /> <br />Roll Call vote was: <br />AYES: Mr. Sharpe, Mr. Price, Ms. Carr, Mr. Kraft, Mr. Crow, Mayor Welsch <br />NAYS: none` <br /> <br />Bill 9190 carried unanimously and become Ordinance 6921. <br /> <br />5. BILL 9191 – <br />An ordinance to establish a procedure to disclose potential conflicts <br /> <br />of interest and substantial interests for certain municipal officials. <br /> <br />Ms. Carr moved to approve Bill 9191 and was seconded by Mr. Sharpe. <br /> <br />Mr. Kraft said he would like to make a minor amendment. He noted the problem <br />was in the added section for candidates, not referring to the proper code, as in <br />Section 2 of the first page, where it was made clear as to what needed to be <br />disclosed. He said his concern with the ordinance the way it was; it did not have <br />any reference point as to what needed to be disclosed. <br /> <br />Mr. Kraft moved to amend II (on the second page of the bill), to insert after the <br />shall <br />word office and before the word , “who has a substantial personal or private <br />interest as defined by Sections 105.450 (10, 11) and 105.461 RSMo.” and was <br />seconded by Ms. Carr. <br /> <br />Mr. Kraft noted if someone who is already elected becomes a candidate then the <br />way it is written, which way would apply. <br /> <br />Mayor Welsch stated she was uncomfortable with the change and if passed she <br />would like Ms. Forster to come back to Council to assure Council that it fits. <br /> <br />Ms. Carr agreed with the Mayor and was concerned that Council would be <br />changing something the City Attorney Ms. Forster actually put together. <br /> <br />12 <br /> <br /> <br />
