<br />Mr. Kraft was concerned that by becoming a candidate, they will be under a much <br />more restrictive disclosure rule of the State of Missouri. He noted that anybody <br />who is both a candidate and an elective official at the same time would be in a <br />never-never-land between two different sets of rules. <br /> <br />Mr. Sharpe said his concern was that without the amendment, Council should vote <br />on it now and come back at a later date to amend when the City Attorney was <br />present. <br /> <br />Mr. Kraft said the deadline was a real deadline and Council could not amend it <br />after the State imposed deadline. <br /> <br />Mr. Crow asked the City Manager if the ordinance before Council was prepared by <br />the City Attorney to which Mr. Walker agreed. <br /> <br />Mr. Walker suggested to Council to act upon what the City Attorney had prepared. <br /> <br />Voice vote on the motion to amend failed with one Aye from Mr. Kraft. <br /> <br />Roll Call vote to approve the bill was: <br />AYES: Mr. Sharpe, Mr. Price, Ms. Carr, Mr. Kraft, Mr. Crow, Mayor Welsch <br />NAYS: none <br /> <br />Bill 9191 carried unanimously and became Ordinance 6922. <br /> <br />6. BILL 9192 – <br />An ordinance declaring certain parcels in the 6500 block of Plymouth <br />Avenue and blighted under the Land Clearance for Redevelopment Authority law <br /> <br />and approving a redevelopment plan for the area. <br /> <br />Mr. Price moved to approve Bill 9192 and was seconded by Mr. Crow. <br /> <br />Roll Call vote was: <br />AYES: Mr. Price, Ms. Carr, Mr. Kraft, Mr. Crow, Mr. Sharpe, Mayor Welsch <br />NAYS: none <br /> <br />Bill 9192 carried unanimously and became Ordinance 6923. <br /> <br />7. BILL 9193 – <br />An ordinance repealing Ordinance No. 6849 and enacting in lieu <br />thereof a new ordinance so as to amend Section 3 – Functions and Duties of the <br /> <br />Human Relations Commission. <br /> <br />Mr. Crow moved to approve Bill 9193 and was seconded by Ms. Carr. <br /> <br />Roll Call vote was: <br />AYES: Ms. Carr, Mr. Kraft, Mr. Crow, Mr. Sharpe, Mr. Price, Mayor Welsch <br />NAYS: none <br /> <br />Bill 9193 carried unanimously and became Ordinance 6924. <br /> <br />13 <br /> <br /> <br />
