He asked the Director of Public Works and Parks <br />Mr. Rich Wilson to give a brief overview. <br /> <br />Mr. Wilson gave a brief background on the Roundabout. He noted that in 2009, <br />East West Gateway did a plan design; Public Hearings were held in connection <br />with the Trolley project. Mr. Wilson said he heard from many residents with <br />complaints concerning pedestrian crossing issues and traffic were issues at <br />Delmar and Trinity. East-West Gateway had a solution to the problems the people <br />raised and suggested a Roundabout as part of the Trolley project. Mr. Wilson said <br />this was submitted for Congestion, Mitigation, Air Quality (CMAQ) money which <br />would be covered 100 percent by a grant. He noted there had been much <br />expression about the roundabout and what it would do to the Historic Civic Plaza. <br />Mr. Wilson said the design changes would not delay the Trolley Project. He <br /> <br />offered for anyone to contact him with any questions. <br /> <br /> Edward Nickels, 6931 Pershing <br />Mr. Nickels expressed the safety and design issues in regard to the Roundabout. <br />He stated he has come close to having an accident, due to people not yielding. Mr. <br />Nickels stated it appeared Delmar traffic traveling east did not slow down to where <br />pedestrians could not cross safely. He stated history needed to be restored and <br />renewed, which defines University City, instead of destroying it. <br /> <br />Tom Sullivan, 751 Syracuse <br />Mr. Sullivan said the Roundabout was not a good design. He noted that there was <br />time when you could drive safely down Kingsland and Big Bend and through the <br />open Civic Plaza, but not anymore. Mr. Sullivan stated that the Roundabout project <br />has created more problems than it solved, and hundreds of cars, stopping and <br />starting increased air pollution. He said City Hall has been degraded with the <br />numerous traffic signs. <br /> <br />Elsie Glickert, 6712 Etzel <br />Ms. Glickert asked why desecrate the Civic Plaza, which has been in existence for <br />100 years. She asked that her questions be answered: <br /> <br /> Would there be a discussion about a Roundabout if the Trolley was never to <br />stub west of Kingsland. <br /> <br /> Why jeopardize the safety of the greater public <br /> <br /> If the Trolley did not materialize because of financial problems, as it was <br />reported, and asked if the Roundabout would exist without the Trolley. <br /> <br /> She stated she had never heard of serious accidents at this location other <br />than the one pedestrian fatality in the past 20 years which did not justify the <br />disfiguration of the Historic Civic Plaza. <br /> <br /> Use of surveillance cameras to record the traffic back-up it creates <br /> <br />Pat Forster, 7438 Stratford Ave <br />Ms. Forster stated previous speakers spoke of her concerns regarding the <br />Roundabout and the possibility that the Trolley might not receive federal funding as <br />reported in the paper.
