that she had reviewed the Council Rules, as well as spoken to Ms. Pumm, but had <br />been unable to find anything. <br /> <br />Mayor Welsch stated that Council Rule Number 39 addressed this issue and states <br />that people can be reappointed if their resignation was prompted by a pressing <br />family or personal matter. <br /> <br />Ms. Carr stated that although she was not quite sure, her belief was that Diane <br />Davenport and Evelyn Hollowell had both resigned from a commission and were <br />now interested in serving on another commission. Ms. Carr then questioned <br />whether the rule pertaining to this issue was still in effect or if it was being changed? <br /> <br />Mayor Welsch stated that it is her belief that the rule was still in effect, however <br />Council should discuss making changes to this rule because a number of people <br />have expressed interest in serving on a different commission. <br /> <br />Mr. Glickert stated that in some respects Ms. Carr was correct regarding the rule on <br />resignations. However in the situation of Ms. Davenport, who has been a fixture in <br />this community for 48 years, her resignation was due to a personal family matter. <br />He stated that for approximately seven months Ms. Davenport spent time in Illinois <br />attending to a sick family member and felt that it was in the best interest of the <br />commission to resign because she was unable to fulfill her responsibilities. He <br />stated it is clear that Ms. Davenport is very interested in working on this commission <br />and as soon as the situation with her family member was resolved, she made an <br />application to be appointed. Mr. Glickert stated that he had opted on the side of <br />reasonableness and made the decision to appoint her because of her many years of <br />being involved in so many different things. <br /> <br />Mr. Sharpe stated that in the case of Evelyn Holloway her request to resign was <br />based on the fact that as a senior she believed that the Senior Commission <br />represented an area of greater interest to her than her current commission. Mr. <br />Sharpe suggested that the rule be presented for discussion in order to get a clear <br />understanding of what Council could or could not do. <br /> <br />Mr. Glickert concurred with Mr. Sharpe and stated that it would probably behoove <br />Council to look at implementing another rule to address the current state of affairs. <br />He stated that as a result of an increase in the number of commissions there may be <br />other commission members who feel exactly like Ms. Hollowell. Therefore Council <br />needs to establish a method whereby current members can ease their way out of <br />one commission into another. <br /> <br />Ms. Carr agreed with the comments made by Mr. Glickert, and stated that <br />sometimes an individual accepts an appointment, discovers that it is not the right fit <br />and they may be better suited for something else. She stated that she would prefer <br />to have a spot filled by someone who is committed and attends the meetings versus <br />someone who shows no interest. Ms. Carr stated that she would not only like to add <br />flexibility to that aspect of the rule, but would like to see it applied to other issues, <br />such as health. <br /> <br />3 <br /> <br /> <br />
