Also, there <br />is the issue of how vigilant the tenant will be--it is not good business to <br />tow customers' cars, and they want people to use the spaces the way they were <br />intended, creating the illusion that there is easy access to this business. <br /> <br />Mr. Wagner moved to amend the motion by re~ving a review at the end of the <br />first year and at the end of tba five year l~-~e period. Mrs. Sch~nan sec- <br />onded. All voted Aye except Mayor Majerus and Councilmenhers Schoomer and <br />Adams, who voted Nay. ~he motion carried 4-3. Mayor Majerus moved a second <br />~ authorizing the City F~nager to enter into negotiations for com- <br />premise if the amendment creates hardships for the building owners, tenants <br />or City. Mr. A~ams seconded the motiou, which carried unanimously. All vot- <br />ed Aye on the amended original motion. <br /> <br />SECOND OUAKi'~a< BUDG~i' TRANS~'~S <br /> <br />The City Manager requested approval of second c~ter budget transfers in or- <br />der to maintain a balanced budget. ~]lere will be a net increase in revenues <br />and expenditures of $99,158. ~he Building Improvement Fund will be reduced <br />by $4,250 for pool repairs, and the Street Reserve will decrease by $46,316 <br />for street repairs. <br /> <br />Mr. ~aams moved approval, Mr. Wagner seconded the motion, and all voted Aye. <br /> <br />STRkEr~FjRC~ASE <br /> <br />The City Manager rec~u~ended purchasing a 1988 Elgin street sweeper from Key <br />Equipment for $11,000. A new sweeper costs about $80,000. This will replace <br />the machine that broke down several months ago and could not be repaired at a <br />reasonable cost. The reoa~ealded ~ has been thoroughly checked; in ad- <br />dition, the City has been unable to locate other used machines at cc~le <br />price or ?m] ity. <br /> <br />Mr. A~a~ moved approval.
