Session 1685, Minutes
January 6, 1997

Page 2

OATHS OF OFFIC~

The following new or reappointed members of the City's boards or commissions were given the oath
of office by the City Clerk: Dale Hermelin8 and Eric Sandweiss--Historic Preservation Commission;
Katlayn White--Committee for Access and Local Origination Programming; Mary Schuman--Arts and
Letters Commission; John Solodar--City Plan Commission; and Earlan Greer--Board of Appeals.

Mayor Adams thanked the new and reappointed members, adding that service on the boards and com-
missions is very important to the City, and ot~en a great deal of fun for those taking part.

CITY MANAGra'S BF. PORTS

CONSENT CALENDAR (THREE ITEMS)

Computer Purchase - Park Department (#1). On November 18, 1996, Council accepted the City Mana-
ger's recommendation to purchase the Park Department's portion of the City's computer network from
a company other than the low bidder since their experience with this type of installation was unknown.
At Mayor Adams' suggestion, references who purchased equipment from the low bidder, Executive Per-
sonal Computers, were checked and it was found that they have made the required type of installation
with good results. It was therefore recommended that Park Department computers be purchased for
$9,786 (a substantial savings over an earlier recommendation) from Executive Personal Computers.

Extended Warranty - Street Sweepers (#2). The City Manager recommended purchase of a second year
parts and labor warranty on two street sweepers, and a five year extended warranty on the engines for
a total of $5,200. The warranty price appears fair for this expensive and specialized equipment, as the
City does not stock parts as it would for basic cars/trucks, nor do City personnel have expertise in mak-
ing repairs. All warranty work is provided on site by the supplier, Key Equipment.

Painting the City Council Chamber (#3). The following bids were received for this project:

West Park Painting
Bazan Painting
Thomas Industrial Coatings
T.P.C. Industrial Services
Joseph Ward Painting

$37,628
$34,283
$33,980
$24,620
$22,072

These bids were based on a two color scheme. At~er the bids were received, the Historic Preservation
Commission, through the University City Historical Society, completed a paint analysis for the Council
chamber and determined a nine color scheme should be used to restore the room to its original colors.
The lowest bidder, Joseph Ward Painting, adjusted its bid to add the additional colors requested by the
Commission for a total of $23,837 (an 8% increase), but this remains the lowest bid. Budget for this
project was $32,000. Acceptance of Joseph Ward Painting's low bid of $23,837 was recommended.
