Mr. Schoomer seconded the motion, which car- <br />lied unanimously. <br /> <br />PUBLIC HEARING - VACATING RIGHT-OF-WAY NORTH OF AHERN <br /> <br />The City Manager said a public hearing was scheduled for 7:30 p.m. this date and place to hear any com- <br />ments on the proposed vacating of an unimproved alley right-of-way north of Ahern, east of North and <br />South Boulevard. The alley is not needed for public purposes, and the adjacent property owners asked <br />that it be vacated so it may become part of their lots. Following the public hearing, a bill may be intro- <br />duced on the City Clerk's docket to vacate this property. <br /> <br />Mayor Adams opened the public hearing at 7:40 p.m. There were no requests to speak, and the hearing <br />was closed at 7:40 p.m. <br /> <br />Mr. Schoomer asked that a bill be introduced for the purpose described. <br /> <br />REOUEST FOR PERMIT TO SOLICIT - FUND FOR PUBLIC INTEREST RESEARCH, <br /> REPRESENTING THE SIERRA CLUB AND MOPIRG <br /> <br />The City Manager said the Sierra Club has again contracted with FFPIR to conduct a joint membership <br />drive with the Sierra Club and MoPIRG. Four to eight solicitors will seek funds and political support <br />from citizens on environmental and conservation issues from January 7 to February 7, 1997. The organi- <br />zation states that fundraising costs will not exceed 25% of the total. Since the applicant meets all legal <br />requirements, approval was recommended. <br /> <br />Mr. Wagner asked ifa representative of any of the organizations was present. No one came forward. <br />Mr. Wagner requested that in future, a representative of the soliciting group be present. He then moved <br />approval and Mrs. Thompson seconded. <br /> <br />Mr. Lieberman asked if night solicitation is permitted. Mr. OIlendorifsaid formerly, solicitation was per- <br />reitted until dark but that was struck down by the courts and replaced with a specific time. He said he <br />would report back to Council with that information. Mr. Lieberman strongly objected to door-to-door <br />solicitation, suggesting that solicitations be done in front of businesses that have given prior approval. <br /> <br />All voted Aye except Mr. Lieberman, who voted Nay. <br /> <br />SITE PLAN AMENDMENT - 1000 PENNSYLVANIA <br /> <br />The City Manager recommended a minor amendment to the Schnuck's Market development. The City <br />originally required brick construction; however, Schnuck's will put brick on the front of their store and <br />the sides of the retail extensions, but want the sides and rear of the market to be faced with a material <br />made of concrete which looks like and matches the brick, but is 14 instead of 8 inches long.
