Session 1770
November 22, 1999

CITY MANAGER'S REPORTS:

AGENDA #1 - CONSENT CALENDAR (1 ITEM):

#1 -Police Records Management Computer System: All emergency systems in the
Police Department have been made Y2K compliant. What remains to be accomplished is
the improvement of records management systems. We have found that the previously
authorized upgrade of current programs will not be Y2K compliant as previously promised
by the vendor. After a thorough check of police departments and providers Mr. Rose
requests Council concurrence with the purchase of a new package including software,
hardware, training and conversion as follows:

Dell Computers (hardware) $27,509
Law Soft, Inc. (software, training,
conversion & maintenance) $43,750

Mr. Rose requests Council concurrence in the cancellation of the prior purchase order for
upgrades in the amount of $23,995. This action will ensure that during the first week of
the year 2000 all of our police records will have correct dates automatically entered and
available.

Mr. Wagner moved approval of the consent calendar. Mr. Schoomer seconded the motion,
which carried unanimously.

AGENDA #2 - SITE PLAN - 7091 OLIVE:

Mr. Rose recommends approval of a site plan allowing expansion of the existing church and
related facilities of Victory Christian Outreach Church including properties at 7091, 7105
and 7111 Olive and at7068-7070 Arcadia. This project takes place in one of the
Comprehensive Plan redevelopment target areas. Conditions should include regular litter
removal, adequate trash and refuse containers and service, compliance with sign code,
detailed landscape plan installation and maintenance including substantial tree planting,
six foot site proof fence at the east line, 550 patron capacity maximum exceeded not more
than 4 events annually, adequate drainage and related facilities and recognition by the City
Council that these properties will have tax exempt status. Approval and completion of this
project will result in a very nice improvement to this portion of Olive St. Rd.

Mr. Sharpe moved approval. Ms. Colquirt seconded the motion.

Responding to Mr. Lieberman, Mr. Rose stated that there was no time element established
for when the conditions are to be met.
