Session 1770 <br />November 22, 1999 <br /> <br />stated that it appeared, according to the site plan, that parking would be adequate. Two <br />homes are being purchased north of the main facility, so that additional parking will be <br />provided as well as to the west of Partridge where a building is being demolished. Mr. <br />Rose stated that the developers were present, if Council had further questions. <br /> <br />Mr. AI Levine, 8630 Deimar, is the architect for Victory Outreach. He submitted a letter to <br />the City Clerk which detailed the parking situation. Most of the conditions are for the <br />development once the project is complete. Construction drawings are being prepared <br />sometime this week and the church should be in operation mid year of 2000. The <br />conditions have to be met by the time the church opens up. The church has adequate <br />parking for 560 people in the existing lot. They also will provide shuttle service to a <br />parking lot that they own just outside the city limits at Page and Pennsylvania. They also <br />have a letter from the Agape Center down the street offering to let them use their parking <br />lot on Sunday as well. Mr. Lieberman asked if the condition not to exceed the 550 patron <br />capacity no more than four times per year would be a problem. Mr. Levine directed the <br />question to the owners. Mr. Lieberman said that he thought the church was an asset to <br />that whole area and he congratulated the owners on being good neighbors. <br /> <br />Responding to Mr. Munkel, Mr. Rose stated that staff recognizes that on certain occasions <br />such as, Christmas, Easter and Thanksgiving, there will be a higher attendance. Mr. Rose <br />explained that it would be managed on a complaint basis. <br /> <br />Pastors Lee and Doris Rice, 7091 Olive, stated that the four time limit would not hurt them <br />and they accept this condition. <br /> <br />The motion to approve carried unanimously. <br /> <br />AGENDA #3- MUNICIPAL CANDIDATE FILINGS AND CERTIFICATION: <br /> <br />With the passing of HB 676, which enacted several amendments and additions to the <br />state's election laws, the Council may wish to discuss two issues. The first issue deals with <br />how to clarity the City Clerk's duties in regards to certifying candidates or in some <br />instances, not certifying candidates. At filing, the City Clerk will issue a notice to each <br />candidate which will remind them that Missouri law allows no person to be certified as a <br />candidate for municipal office who is in arrears for any unpaid city taxes or municipal user <br />fees. What Council needs to make clear is if the City Clerk will also be responsible for <br />researching each candidate's payment history, in addition to handing out the notice. <br />Secondly, the Council needs to decide whether or not a filing lottery should be instituted. <br /> <br />3 <br /> <br /> <br />
