Session 1771
December 20, 1999

or not such sales will be feasible. The early morning lap swimmers want weekend hours to
be 6 a.m. to 8 a.m. instead of the current 7:30 a.m. to 9:30 a.m. They submitted a 28
signature petition. The commission will take this up in February. Gregory Rose came and
presented the teen recreation survey results, which suggested that the only major area
lacking attention was special events, such as lock ins, dances, swim-ins, etc. Mr. Rose
also suggested that a focus group be formed to discuss either expansion or an improved
recreation facility for University City. Meetings will be in December and recommendations
to Council, supposedly, by the end of the year, if all goes well. The fees and policy
committees recommended special discounts for high usage soccer leagues, even though
they have less than 75% U. City residents. This particular soccer league had an extremely
high usage of the center, over 200 hours, so they felt it appropriate to give them a special
discount, even though they have slightly less than the 75% U. City resident membership.

CITY MANAGER'S REPORTS:

AGENDA #1 - CONSENT CALENDAR (3 ITEMS):

#1 -Friends of Library Picnic Wine Sale License: Mr. Ollendorff requested concurrence by
the City Council in the approval of a picnic license for the Friends of University City Public
Library to sell wine on December 29 at the Library Anniversary Celebration. He also
believes that waiving the fee would be in keeping with City Council policy for organizations
affiliated with the City.

#2 - Tree Prunin~ Contract: Bids for pruning 1,345 City trees have been received.
$67,250 was budgeted for this work. Invitations to Bid were sent to 9 companies with
four responses returned. The bids were tabulated as follows:

Gamma Tree Service ................... $107,440.00
Ray's Tree Service, Inc .................. $113,850.00
T & L Tree Service ..................... $ 69,990.00
Omni Tree .......................... $ 59,800.00

No Minority or Woman Owned Businesses responded.

Mr. Ollendorff recommends awarding the contract to Omni Tree Service for their low bid of
$59,800.00 with an option to add more trees to the contract not to exceed the budget of
$67,250.00.

#3 - Computer Network File Serven Bids for a new file server were sent to five computer
companies. Only one bid was received which was from World Wide Technology and was in
the amount of $27,545.35. Our computer consultant has looked over the bid proposal and

3
