<br />Traffic Commission <br />6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 505-8560, Fax: (314) 862-0694 <br /> <br />As a result of this last trial period, an evaluation took place in October of 2013 and results <br />demonstrated to be at acceptable operational levels and improved safety conditions especially for <br />pedestrians, by the closure. An additional evaluation was completed to study the alternatives to keep <br />Trinity Ave open at Delmar Blvd or closed. Traffic Engineer CBB will provide a presentation with both <br />alternatives and will receive input from the Traffic Commission. <br /> <br />Mr. Srinivas Yanamanamanda (Traffic Engineer with CBB) presented three options for keeping Trinity <br />perpendicular lanes open or closed. Detailed drawings are attached with a graphic illustration and <br />advantages and disadvantages of each option. <br /> <br />Options: <br /> <br />A. Trinity Ave to remain open both north and south of Delmar Blvd, and Delmar Blvd traffic to <br />flow on four lanes west of the roundabout - two eastbound lanes and two westbound lanes. <br />B. Trinity Ave to remain open both north and south of Delmar Blvd, and Delmar Blvd traffic to <br />flow on three lanes west of the roundabout – two eastbound lanes and one westbound lane. <br />C. Trinity Ave to remain closed as currently is, both north and south of Delmar Blvd. <br /> <br />Residents, business and property owners of the area expressed their opinion on the negative impact of <br />the Trinity Closure and their preference to keep it open. Other comments refer to the fact that safety <br />shall prevail on the decision making process to ensure proper access to pedestrians, bicycles and <br />vehicles around the Delmar – Trinity intersection. <br /> <br />In an effort to ensure that safety is maintained at a high priority; while access is provided to the <br />subdivisions north and south of Delmar, Option B appears to be the most appropriate to accommodate <br />all elements under evaluation. <br /> <br />Commissioner Hales made a motion to recommend that Trinity be reopened and recommended the <br />preferred option as Option B where Two Lanes of Trinity remain open with two lanes going eastbound <br />and one lane going westbound on Delmar Blvd. Motion was seconded by Commissioner Brot. There <br />was additional discussion about parking layout options in the area and Mr. Wilson, Director of Public <br />Works and Parks Department recommended for the Commission to vote for a main decision to either <br />open or close Trinity Avenue at Delmar Blvd. Commissioner Hales withdrew the motion. <br /> <br />Commissioner Hales made a motion to open Trinity Ave at Delmar Blvd and work the details at a later <br />date. Motion was seconded by Commissioner Brot and unanimously approved. <br /> <br />3. Delmar Blvd parking prohibitions east of North and South Rd <br /> <br />Request to improve access from alley east of North and South Rd to Delmar Blvd. Mind, Body, and <br />Soul Business owner, Deborah Zorensky is petitioning to have parking restricted or moved down in <br />front of the apartment building to help prevent accidents. <br /> <br />Commissioner Wolsey stated that staff has checked with St. Louis County who actually control Delmar. <br />She further stated that they would be comfortable if the City chose to move the no parking restriction <br />an additional 40 feet to the east County would agree and pass corresponding legislation. It also <br />appears that if we wish to restrict turning out of the alley, they would also approve that.
