Session 1773 <br />January 24, 2000 <br /> <br />Mr. Schoomer said to Mr. Koczan that a sufficient petition of the neighborhood is what <br />initiates this resolution and that it is equivalent of a vote as far as the Council is concerned. <br />Mr. Koczan replied that he had not seen a written vote. <br /> <br />Mr. Ollendorff stated that there were 21 property owners and 16 of them had petitioned in <br />writing to approve a neighborhood improvement district. The City attorney approved the <br />petition and it is fully in compliance with state law. Mr. Ollendorff urged Council to <br />approve the resolution which merely directs him to preepare complete plans and <br />specifications, which will then be subject to a public hearing. Only then would the project <br />be appmved and put out to bid. <br /> <br />Mr. Koczan reiterated his desire to have everyone on the block, including the church, have <br />a say so or vote on this issue, whether or not enough signatures have been obtained. Being <br />that the church has to pay the tax, it is difficult for the church because they already put <br />$500,000 in their building this year. Mr. Koczan said that the neighborhood, in its <br />entirety, needs to be informed about what is going on, because it will interfere with the <br />normal proceedings of the neighborhood on a daily basis, like trash pickup and parking <br />concerns, etc. <br /> <br />Mr. Sharpe wondered if the speaker understood Mr. Ollendorff's comments and what <br />actually would be taking place with the approval of this resolution. All Mr. Ollendorff will <br />do is to make certain preparations that will ultimately be discussed at a public hearing. <br />This particular action should not impede Mr. Koczan's wish to go to his attorney or allow <br />the church time to go through their process. <br /> <br />Mr. Lieberman said that the speaker makes a good point, considering the fact that the <br />trustees do have some responsibility in the subdivision. The folks that live on the north <br />side of Kingsbury and on the south side of Delmar are also a part of the subdivision, even <br />though they will not be assessed for this activity. The proper thing to do to is to hold the <br />public hearing first, so Council can hear from all these folks before the resolution is passed. <br /> <br />Ms. Mary Ann Laflen, 6958 Washington, stated that back in November 1998 the <br />association had a meeting and it was discussed that they really needed their streets and <br />sidewalks repaired, but that there was not enough money in the association to do it. Under <br />recommendation that they create their own neighborhood improvement district, Courtney <br />Vollmer, herself and Marc Hirshman all went about to see it happen. They have been <br />working with the City Manager since December of :[998. They have informed all of the <br />neighbors about this project. She has logs of all the meetings and of all information that <br />has been dispersed to the neighbors. A lot of time was spent doing this. They knew that <br />they would not get :[00%, but they do have over 70% as evidenced by the petition. They <br />would like to go forward with this now. <br /> <br />3 <br /> <br /> <br />
