Session 1774 <br />February 7, 2000 <br /> <br />Prior to the bill being introduced, Mr. Lieberman said that the following change should be <br />made prior to reading of this bill: The change to section B., paragraph sub 1 has already <br />been made, which will require that the street be within two blocks of Washington <br />University rather than adjacent. The second change should be made to paragraph G. He is <br />concerned about the wording of this. He realizes the wording was taken from the existing <br />ordinance, but the wording he would prefer is: <br /> <br />Unless exempt, applicants for individual permits must possess a valid <br />University City occupancy permit for an address on the designated block or <br />blocks and a current and lawful state vehicle registration certificate for each <br />permit requested. The motor vehicle must be registered or leased to an <br />individual listed on the occupancy permit. The number of permits shall not <br />exceed the number of vehicles owned by the resident. <br /> <br />He believes this wording will clarify the implementation of this ordinance and would not <br />cause a lot of confusion. Mr. Wagner and Mr. Ollendorff both agree. <br /> <br />Mr. Schoomer asked if this language would require that the vehicles be registered with only <br />the State of Missouri. Mr. Ollendorff replied that as Ioni] as it is registered to the legal <br />occupant, it does not matter which state licensed it. <br /> <br />Mr. Wagner stated that the first change, which changed the verbage from adjacent to <br />within two blocks was made, because as Ms. Bloomquist pointed out, the problem occurs <br />also with cross streets that are not necessarily adjacent to Washington University, but have <br />the same problem. <br /> <br />Mr. Munkel asked if this applied to just the Hilltop Campus or every piece of property they <br />own in the City. In response, Mr. Ollendorff stated that it would be applicable to all <br />Washington University property, but to be eligible, the residents petitioning would have to <br />prove that there is an overwhelming problem. <br /> <br />Julie Bloomquist, 7103 Westmoreland, wished to thank the Council and the City Manager <br />for the expeditious manner in which the amendment to the parking ordinance had occurred. <br />She does hope that this gets enforced with as few signs as possible so the neighborhoods <br />can retain their beauty. <br /> <br />Mr. Lieberman said that there had been some concern that Washington University officials <br />would agree with any action the city would take that does restrict the non-resident parking. <br />His conversation with the University community relations people revealed that they fully <br />100% agree with the action that has been taken and are willing to support it in any way <br />possible. <br /> <br />11 <br /> <br /> <br />
