Session 1774 <br />February 7, 2000 <br /> <br />a large number of people from the 7400 block of Washington to address their concerns and <br />several proposals came from that discussion. The meeting was lengthy because of the <br />residents from the 7400 block of Washington's many concerns. How the Commission <br />voted on these issues is on the City Council's agenda for later this evening. <br /> <br />Mr. Schoomer being unable to handle liaison duties for the Historic Preservation <br />Commission and the Arts and Letters Commission, as announced at the last meeting, does <br />not have reports to make. Mr. Schoomer said that he did attend meetings for the East <br />Loop Special Benefit Tax District, which is the St. Louis City companion to our Loop Special <br />Business District. They have no active project at this time, except for waiting for decisions <br />to be made with the Transit Grant money. They are very pleased because of the decline in <br />the crime rate and a continuing expansion in their occupancy rate. <br /> <br />Mr. Lieberman said that he has taken on Mr. Schoomer's liaison duties on his behalf until <br />new assignments are made in April. He attended the Arts and Letters Commission on <br />January 11th and basically, what they did was to schedule their next meeting date which is <br />tomorrow night at City Hall, 5th floor at 6:30 p.m. where they are going to review all of the <br />sculpture proposals. The Historic Preservation Commission had a number of items, which <br />included the carport that the Police Department had requested. The commission asked for <br />more information from the police department. The Grant Proposal was finally reviewed <br />which has to do with the historic renovation of City Hall. They are going to set up a sub- <br />committee to review the project and provide recommendations for architectural <br />qualifications, then go out for bids. Esley Hamilton and Judy Little were at the meeting to <br />be asked for 500 more copies of a book they printed some time ago, entitled: U. City <br />Design Guidelines. The commission agreed to provide those copies which will be on sale at <br />Washington University. The commission discussed a demolition at 7056 Stanford and <br />asked if the City had any standards for issuing demolition permits, with particular attention <br />being given to what was being planned to replace the structure that is being demolished. <br />The commission approved a motion to stop the demolition, until answers were provided. <br />JoAnn Radelic, from the Missouri Department of Natural Resources Historic Preservation <br />Program, described her function as a certified Local Government Coordinator, and described <br />the program services they could provide. <br /> <br />Mr. Lieberman, as regular liaison to the Park Commission continued his report. The track <br />team coach is still complaining about the soccer league bystanders interfering with access <br />to the track. Skate park enthusiasts asked about the status of their request for a skate park. <br />Evidently, no other municipality provides one. There is a problem with liability insurance, <br />however, and the commission will continue to wait on this issue until they hear more from <br />the County. Lap swimmers have requested longer weekend and holiday hours at Heman <br />PooP. Currently, on the weekends they have 7:30 a.m. - 9:30 a.m. They want the same <br />time as they get during the week, which starts at 6:00 a.m. The commission voted to <br /> <br />2 <br /> <br /> <br />
