If the City Manager <br />is not sure how to proceed, the City Council will be asked for direction. <br /> <br />AGENDA -#4 - DISCUSS CITY CONTRIBUTIONS TO RETIREMENT PARTY AND ANNUAL <br />DEPARTMENT SPECIAL EVENTS: <br /> <br />Sense of Council was to approve the City contributing $300 to each retiring employee for a <br />party. For one time special department events, the City will contribute $6 per employee. <br /> <br />AGENDA #5 - TIF REFORM: <br /> <br />After much discussion on this matter, the sense of Council was to support tightening of TIF <br />as far as the definition of blighting is concerned. Council does not want to see state <br />arbitrators involved in the TIF decision making process. It would be in the City's best <br />interest to limit TIF in all competitive areas of the state in order to level the playing field. <br /> <br />AGENDA #6 - NON-UNIFORMED PENSION PLAN IMPROVEMENTS: <br /> <br />Mr. Ollendorff presented three proposed improvements to the employees retirement plan. <br />The first was an increase in monthly benefits for retirees by 5%, but not less than $40. The <br />sense of Council was to allow this increase. The second improvement was to allow earlier <br />retirement with same pension. The sense of Council was not to allow this request. The <br />third improvement was a general improvement in the plan in order to build higher pensions <br />for employees. The city would contribute 10% and the employees would have to contribute <br />over this amount. The sense of Council was to allow this improvement. <br /> <br />AGENDA #7 - ANNEXATION OF WASHINGTON UNIVERSITY HILLTOP CAMPUS: <br /> <br />Mr. Ollendorff discussed the pros and cons for applying for annexation of Washington <br />University. The sense of Council was to apply immediately to the Boundary Commission to <br />do so. <br /> <br />AGENDA #8 - DISCUSS RECREATION FACILITY REPORT: <br /> <br />Staff has reported that the Recreation Facility should be expanded. Areas that should be <br />added are an improved lounge area, basketball area enlarged to full court. These <br />improvements will require the facility to be enlarged. Mr. Ollendofff asked for approval to <br />hire an architect who will give a report of our options on how we can and can't expand. The <br />sense of Council was to allow the hiring of an architect.
