A bond issue may be looked at after the <br />architect's study. <br />AGENDA # 9 - DISCUSS COUNTY MUNICIPAL LEAGUE USE TAX PROPOSAL AND ST. <br />LOUIS CITY'S 4/10 SALES TAX PROPOSAL: <br /> <br />The sense of Council was to support the use tax proposal, but not the St. Louis <br />revitalization sales tax. Council may look at it again after the use tax has gone through. <br /> <br />AGENDA #10 - OCCUPANCY LIMITS: <br /> <br />The sense of Council, after a good deal of discussion, was to direct Mr. Ollendorff to strictly <br />enforce the current occupancy limits. It was also suggested that Mr. Ollendorff talk with <br />Superintendent Lynn Beckwith about enforcing the occupancy limits at the school level, as <br />well. Additionally, a letter should be written to Representative Bray asking for her to defeat <br />her occupancy bill which would override the City's occupancy limits code. <br /> <br />AGENDA #11 - RENTAL HOUSING INSPECTIONS.' <br /> <br />Mr. Ollendofff proposed several changes in issuing conditional occupancy permits to <br />renters. The sense of Council was to allow the following: the owner must have a clean <br />record for two years; landlord must post a bond or escrow; must inspect before moving in <br />to get a conditional occupancy permit; violations must be fixed in 60 days; and the landlord <br />should be fined and not the tenant. Mr. Ollendorff suggested moving to an annual <br />inspection of all rental property, even if the occupancy does not change. Additional staff <br />probably would not be needed, but a fee schedule will need to be developed. Council <br />agreed this would be a good idea. <br /> <br />AGENDA #15 - STOP LIGHT CANTON/MIDLAND: <br /> <br />Ms. Colquitt would like to see stop signs installed on all the corners at Canton and <br />Midtand, maybe even lights or a demand light, because this intersection is very dangerous. <br />The rest of Council agrees with Ms. Colquitt's assessment of this intersection. Mr. <br />Ollendorff will look into it. <br /> <br />* Ms. Colquitt, temporarily, left the meeting at this point. <br /> <br />AGENDA #12 - DISCUSS BOARDS AND COMMISSIONS REPORTING PROCEDURES= <br /> <br />After discussing at some length, the sense of Council was to discontinue board and <br />commission liaison reports at Council meetings in order to avoid duplicating the work of <br />City staff. <br /> <br /> <br />
