Session 1776 <br />March 6, 2000 <br /> <br />Waldbart Nurseries .......... $10,750.00 <br /> <br />Mr. Ollendorff recommends awarding the contract to Waldbart Nurseries for their low bid of <br />$10,750.00. <br /> <br />Mr. Schoomer moved approval of the consent calendar. Mr. Munkel seconded the motion, <br />which carried unanimously. <br /> <br />AGENDA -//:2 - LIQUOR LICENSE: 7434 OLIVE: <br /> <br />Pete's Shur Sav Markets has applied for a license to sell all types of alcoholic beverages by <br />the package at a grocery store on Olive at Hanley. Mr. Ollendorff recommends that this <br />license be denied based on our finding that the issuance will not serve the public necessity <br />as required in the City Code. There are already 17 locations on Olive where various <br />alcoholic beverages can be purchased: public convenience does not require any more. <br />There have been law enforcement issues presented at several of the applicant's three <br />current locations from time to time. Another negative is that the liquor sales would be a <br />major portion of the business at the new location which is contrary to the City's policies: <br />we've always preferred that alcohol sales be a very minor and inconsequential portion of <br />any business rather than a main attraction. The Council should also note that numerous <br />citizen comments over the years tend to indicate that property maintenance has not always <br />been the highest priority of the applicant. None of the applicant's existing locations present <br />a very attractive appearance for the neighborhoods in which they are located since they are <br />primarily solid bricked-up walls with more metal bars than landscaping and more beer <br />signs than trees. <br /> <br />While little of the above represents violations of laws, they combine to present a picture of <br />an establishment that is not a necessity to serve the public in University City. <br /> <br />Mr. Schoomer moved denial. Mr. Munkel seconded the motion. <br /> <br />Ms. Colquitt asked Mr. OIlendorff to remind the management about the restrictions on <br />hanging banner signs as provided for by the City's zoning code. They are currently hanging <br />signs outside of their establishment which state they have an ATM machine inside. <br /> <br />The motion carried unanimously. <br /> <br />AGENDA #3 - CONDITIONAL USE: 6677 DELMAR: <br /> <br />Mr. Ollendorff recommends approval of an amendment to the food service conditional use <br />permit for this store front which formerly housed the Soup in the Loop store.
