Mr. Sullivan stated that one of the things he would like to bring to Council’s attention is a long- <br />running complaint about the non-operational streetlights throughout the city. He stated that there <br />are no working streetlights on Leland north of Delmar; Midland and Vernon; Pennsylvania north of <br />Olive; Delmar west of Big Bend; Etzel and Purcell; Clemmons west of East Gate; two lights out on <br />Groby; three out across from the University City Library on Delmar, McKnight north of Delmar and <br />twenty-four are out between Kingsland and the western city boundary of Olive Street Road. He <br />stated that dark streets promote more crime and city government is clearly not doing its job. <br /> <br />Mr. Sullivan stated that another matter is the ticketing of cars on what are supposed to be street <br />cleaning days, in spite of the fact that there is no street cleaning. He stated that the City has cut <br />back on street cleaning, but not on handing out tickets. Mr. Sullivan stated that the leaves were <br />never picked up on his street last fall and it is in need of cleaning. Mr. Sullivan stated that the City <br />really needs to do a much better job with providing basic services. <br /> <br />Jen Stuhlman, 1499 Urbandale <br /> <br />Ms. Stuhlman stated that as the Shop Steward for the Professional Firefighters of University City, <br />she was present on behalf of Local 2665. She reminded residents of daylight savings time. Ms. <br />Stuhlman stated that it is the Local’s desire to stress the importance of having properly working <br />smoke detectors. Sadly, many of estimated 2500 deaths from house fires could have been <br />prevented with the proper installation of a functioning smoke detector. She stated that she would <br />like to encourage citizens to check their smoke detectors and ensure that they are working and <br />replace the batteries. Ms. Stuhlman stated that if any resident of University City does not have a <br />smoke detector they can take advantage of the Fire Department’s Smoke Detector Program. <br />Members of Local 2665 will come to any residence or business in the City to check and/or replace <br />smoke detectors and batteries. <br /> <br />Jeff Proctor, 115 McMenany Road <br />Mr. Proctor, business manager of the International Association of Firefighters, IAFF Local 2665 <br />stated that the IAFF represents nearly 2200 firefighters, EMS workers and dispatchers in the <br />Greater Metropolitan area. Included within that group are the firefighters of University City. Mr. <br />Proctor stated that he was here tonight to bring Council’s attention to the fact that the City’s <br />administration is in violation of the Missouri Constitution, as well as the terms of agreement <br />contained in the Memorandum of Agreement between the City and its Fire Department. He stated <br />that he had a copy of these documents with him tonight and would ask that they be included in the <br />record of this meeting. <br /> Mr. Proctor stated that one of the basic tenants of the relationship between the administration <br />and its employees is fair and open communication and that is no longer happening in University <br />City. He stated that enforcing the Memorandum of Agreement has been expensive for the Union <br />and the taxpayers. Recognizing that both entities have other uses for their resources, Mr. Proctor <br />asked Council to direct the City to adhere to the tenants of the Constitution of Missouri, the <br />Memorandum of Agreement, and to sit down and bargain in good faith so that they could put an <br />end to this ongoing distraction and discord. Mr. Proctor also suggested that Council request the <br />administration to provide them with a fair accounting of the funds that have been spent to avoid <br />these provisions of the Missouri Constitution. <br /> <br />I. <br />PUBLIC HEARINGS <br /> <br /> <br />J. <br />CONSENT AGENDA <br /> <br />K. <br />CITY MANAGER’S REPORT <br /> <br />1. <br />Approval of award to All American Painting LLC in the amount of $68,632.00 to paint Heman <br />Park Pool. <br /> <br />Mr. Sharpe moved to approve, seconded by Mr. Glickert. <br /> <br />Mr. Glickert stated that in the future it would be helpful if Council could be provided with more <br />information on items in the City Manager’s Report.
