Traffic Commission
6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 505-8560, Fax: (314) 862-0694
B. City Street’s width report – Non Action item

Mrs. Gutierrez provided data regarding University City street widths and explained that 29%
of the streets are 25 feet wide and narrower.
Commissioner Hales inquired about possible cost for enforcement as listed in Mrs.
Gutierrez’s report. Officer Margul explained that the cost for enforcement would include the
time that it takes the police department to do the actual enforcement.
Commissioner Wofsey inquired about future developments and street width, and Mrs.
Gutierrez explained that for new developments the Zoning Code reference street design
guidelines to construct streets 30 feet wide.
C. Compact Vehicles Parking regulation – Non Action item

Commissioner Wofsey explained the request previously sent to staff, to create a parking
zone in the University City Traffic Code for Compact Vehicles. Mrs. Gutierrez researched
and found information related to Compact car parking restrictions at the City of Clayton’s
traffic code which included the following:
DEFINITIONS - COMPACT CAR: A sedan motor vehicle which regardless of its chassis
construction, is not designated by its manufacturer as a minivan, van, truck, utility vehicle,
sports utility vehicle (SUV), crossover, station wagon or jeep.
VIOLATIONS - It shall be unlawful and a violation of the provisions for any person: To
cause, allow, permit or suffer any vehicle other than a compact car, motorcycle or scooter
registered in the name of, or operated by such person to be parked in a parking meter or
parking space designated as "Parking Compact Cars, Motorcycles or Scooters Only”.
LOCATIONS
Officer Margul explained that the definition as written is easier to enforce, compared to a
parked car’s length, height or interior cubic feet. Commissioner Hales expressed that
executing this idea as defined would potentially cause confusion. Commissioner Hales
conducted his own research and looked up information from the City of Clayton as well. He
expressed that Clayton includes a height in less than 60 inches. He further expressed that
the primary issue is the height. Commissioner Hales suggested that perhaps the focus
should be more on a sign that says No Van, Truck, or SUV parking that’s more clear and
explicit.
There was a discussion about the common driver’s perception of what a compact car is and
the size of an area that a compact car would be able to park.
Traffic Commission Minutes – February 12, 2014
Page 2
