Council de-
nied this request several months ago because of the prior reputation the store
acquired for contributing to neighborhood litter and reported unsanitary con-
ditions inside the store. The owner claims that neighborhood residents want
him to sell beer.
Mr. Schoomer moved that this item be taken from the table. Mrs. Schuman sec-
onded the motion, which carried unanimously.
Mrs. Schuman thought that previous discussions had resulted in a consensus of
the Council that it wished to wait a longer period to see how the owner main-
tains the store premises; based on that, she moved denial. Mr. Schoamer sec-
onded the motion.
The store owner, Mr. Antrik Shinger, 2510 Frances Avenue, was asked to came
forward. Mr. Price said that elements attracted by the sale of alcoholic bev-
erages could be detrimental to the neighborhood in which the store is located.
In response to Mr. Adams' question regarding whether the applicant submitted a
corrected application, Mr. 011endorff said Mr. Shinger had turned in a revised
application to sell beer not in excess of 5% alcohol by the package at retail.
Mrs. Thompson asked if the store is now being kept clean; Mr. 011endorff said
he had not been inside, but had received no complaints frau neighbors.
For the record, Mr. Shinger gave the City Clerk a petition with 103 signatures
in support of beer sales at his store.
Mr. Price said he was extremely reluctant to approve the sale of liquor in a
residential area, since it often seems to lead to other problems.
Mrs. Thompson pointed out that beer has been sold at this site in the past.
