Mr. 011endorff noted that the City's <br /> noise ordinance prohibits this from 11 p.m. to 6 a.m. but because of the prox- <br /> imity to the residential area, perhaps those hours could be lengthened. <br /> Mr. Mark DuBro, 6717 Vernon, a future tenant of the development, said that <br /> large tractor-trailers normally do their loading/unloading during the day. <br /> Mr. Brad Goss, attorney representing the developer, understood the sensitivity <br /> to the residential area, but felt the City's nuisance ordinances governed this <br /> type of activity. In addition, the contour of the land will cut down on the <br /> noise level. He suggested a restriction applying to large vehicles that might <br /> create a higher noise level than desired, however, he did not believe smaller <br /> vehicles would disturb the neighbors. After further discussion, it was decid- <br /> ed that loading/unloading from the rear docks will be prohibited from 9 p.m. <br /> to 7 a.m. Mr. Schoamer moved that amendment, which Mr. Adams accepted, as did <br /> the seconder, Mr. Wagner. <br /> Mrs. Schuman said she was very interested in the landscaping in front of the <br /> development because of its location adjacent to the historic Civic Plaza area, <br /> and also as an entrance to the industrial-commercial area to the east, which <br /> is in the process of being improved significantly. She stressed that it was <br /> very important to have attractive landscaping on this site. <br /> All voted Aye on the amendment. All then voted Aye on the amended motion of <br /> approval, which now includes three conditions (landscaping, lighting, and <br /> loading/unloading prohibition, as discussed above) . <br /> PUBLIC HEARING - ANNUAL BUDGET 1990-91 <br /> The City Manager said the annual budget for the fiscal year beginning July 1st <br /> was transmitted to Council, and budget study meetings will take place the next <br /> two weeks. Public hearings on the budget were scheduled for this meeting and <br /> on May 21. <br /> Mayor Majerus opened the public hearing at 8:25 p.m. There were no requests <br /> to speak, and she closed the public hearing at 8:25 p.m. <br /> Mrs. Schuman said she did not see much publicity regarding the public hearings <br /> and she asked that there be more in the future. Mr. 011endorff said there was <br /> a newspaper ad and a notice on the bulletin board, and he had received several <br /> calls from people who could not come tonight and asked to came to the next <br /> public hearing; however, the administration will try to do better next year. <br /> Mr. Price said perhaps a letter about the next hearing could be sent to block <br /> chairpersons. <br /> Mr. Adams suggested that a notice of the budget hearings be sent with spring <br /> refuse bills. <br /> (me Mrs. Schuman said it would also be helpful if the hearings were listed on the <br /> City calendar. <br />
