Session 1522, Minutes Page 4 <br /> (me June 4, 1990 <br /> SPECIAL GUEST'S <br /> Mayor Majerus said there were several special guests in the audience, one of <br /> whcan should be especially singled out, Ms. Genies Jordan, who has spearheaded <br /> a beautification effort in her neighborhood, resulting in the 7000 block of <br /> Melrose being honored as the first "Beautiful Block" in University City. Ms. <br /> Jordan then introduced Ms. Brown, who she said has also worked extremely hard <br /> to help beautify this block. Ms. Jordan said she was really pleased with the <br /> results and invited all present to visit the block and see for themselves. <br /> There was a round of applause. <br /> OONDITIONAL USE - SUBWAY SHOP, 7888 OLIVE <br /> The City Manager said the Plan Commission has reviewed and recommends approval <br /> of a conditional use permit for a Subway sandwich and salad shop, carry-out <br /> restaurant in the new Westover Center, with the following conditions: <br /> 1. Signs shall be in strict compliance with the Sign Code provisions of <br /> the Zoning Code. <br /> 2. Should the City determine that additional trash facilities are needed, <br /> additional trash receptacles shall be provided near the restaurant to <br /> accommodate this need. Such additional trash receptacle(s) shall be <br /> installed at location(s) approved by the Director of Planning. <br /> 3. The operator shall regularly police the site and the area adjacent to <br /> the restaurant to remove litter generated by the business. <br /> Mrs. Schuman requested that another condition be added, to require a closing <br /> hour of 1 a.m. instead of the requested 2 a.m. (no change in the opening hour <br /> of 10 a.m.) . There was no objection. <br /> Mrs Schuman moved approval with all conditions. Mr. Wagner seconded the mo- <br /> tion, which carried unanimously. <br /> SUNDAY LIQUOR LICENSE - THE THREE OF US, 1255 FERGUSON <br /> The City Manager said The Three of Us, 1255 Ferguson, applied for a license to <br /> sell liquor by the drink on Sundays. He said the Council granted a full li- <br /> quor license to this establishment in 1987, and the owners have operated with- <br /> out incident since then. <br /> The applicant, Mr. Bill Field, 3584 Falcon Drive, was asked to come forward. <br /> Mr. Price said he had voted against the license three years ago because of <br /> neighborhood complaints of noise and occasional rowdiness on the part of cus- <br /> tomers leaving this establishment. Mr. Field said he was not aware of any <br /> complaints, and he did not tolerate excessive noise or poor behavior in and <br /> around the bar. Mrs. Thomson echoed Mr. Price's comments, and said she would <br /> like this tabled until the next meeting, so she and Mr. Price will have an op- <br /> portunity to speak with adjacent residents. Mr. Field objected, saying he has <br /> not beenaccused of anything. Mr. 011endorff said under the circumstances he <br /> Ar would also suggest tabling, and he felt Mr. Field would prefer that over an <br /> outright no, since several councilmembers felt they could not vote without <br /> further investigation.
