Session 1523, Minutes Page 6 <br /> June 18, 1990 <br /> sell liquor by the drink on Sundays; however, the application was tabled to <br /> this meeting so the Council could hear and consider neighbors' concerns. <br /> Mr. Schovmer moved to remove this item from the table. Mr. Price seconded the <br /> motion, which carried unanimously. <br /> Mr. Schoamer moved approval of the application, with Mr. Price seconding the <br /> motion. All voted Aye. <br /> Mr. Bill Field, the applicant, thanked the Council and said his business will <br /> continue to operate as well as it has in the past in this fine community. <br /> ANNUAL BUDGET - 1990-91 <br /> The City Manager said Council has spent many hours reviewing the budget for <br /> the fiscal year beginning July 1, 1990, resulting in a budget that continues a <br /> high quality of municipal service. Although money constraints preclude exten- <br /> sion of services, one exception is recycling, which is being expanded, and an- <br /> other is the drug abuse prevention control program started this fiscal year. <br /> He said voters will be asked to approve a small tax increase in August--seven <br /> cents for the Library, and a net one cent increase for the general fund. <br /> Mr. Wagner moved approval of the 1990-91 City budget. Mrs. Schuman seconded <br /> the motion, which carried unanimously. <br /> Mayor Majerus thanked Mr. 011endorff, Finance Director Willie Norfleet, and <br /> the department heads for their work in putting together an excellent budget in <br /> this financially tenuous time for University City and many other cities in the <br /> country. <br /> CONSIDERATION OF 1990-91 CONTRACT WITH UNIVERSITY CITY RESIDENTIAL SERVICE <br /> The City Manager said Council is asked to approve a proposed contract between <br /> the City and the University City Residential Service (UCRS) . The total amount <br /> allocated is the same as last year, but this year Council is not designating <br /> any part of the grant for a particular program. <br /> Mr. Wagner moved approval, with Mr. Schoomer seconding the motion. <br /> Mr. Adams proposed that next year UCRS be required to document that it has in- <br /> creased its outside funding. <br /> All voted in favor of Mr. Wagner's motion except Mr. Adams, who voted Nay. <br /> SITE PLAN AME:NCMQNT - TORAH PREP SCHOOL <br /> The City Manager said Council is asked to act on an amendment to the site plan <br /> approved a year ago for the Torah Prep School, which consists of paving an ac- <br /> cess way the School says it owns from Woodson Road to the School. An adjacent <br /> ir <br /> Ihwe business, TOMCO, has raised objections and questioned ownership, he said, and <br /> there are other items that should be studied, such as lighting, landscaping, <br /> setback from the road, type of paving, and protection of the hillside that <br />
