Session 1524, Minutes Page 2 <br /> (me July 9, 1990 <br /> ANNOUNCEMENT <br /> Mayo' Majus announced that the University City Residential Service (UCRS) <br /> has been selected by the Mercantile Bank Community Partnership Program to help <br /> administer law interest loans for home mortgages and home improvements to low <br /> and moderate-income residents of University City, especially in the area that <br /> has been designated by the City Council for emphasis over the next few years. <br /> Although programs of this type have taken place in St. Louis City, she noted <br /> this was the first time this kind of program has taken place in the County. <br /> CITY MANAGER'S REPORTS <br /> CONSENT CALENDAR (SIX ITEMS) <br /> Street Assessment Rates (#1) . The City Council sets rates annually for adja- <br /> cent property owners to pay for unpaved street construction, based on current <br /> construction costs. Property owners on these streets petition the City, and <br /> the formula asks owners to pay one-fourth the cost, with the City using tax <br /> dollars to pay the rest. The recommended rates for 1990-91 are $18.35 per <br /> front foot for street improvements, and $11.11 for alley improvements. <br /> Setting Public Hearing - Accessory Structures, Zoning Code (#2) . It was rec- <br /> ommended that July 23 at 7:30 p.m. be set as the date and time for a public <br /> hearing to consider comments on a Plan Commission proposal to restore a sec- <br /> tion of the Zoning Code that was inadvertently deleted earlier this year. <br /> Setting Public Hearing -Fences. Zoning Code (#3) . July 23 at 7:30 p.m. was <br /> suggested as the date and time for a public hearing to consider a split recom- <br /> mendation of the Plan Commission to allow appeals on the new requirement that <br /> structural members of fences face the property interior. <br /> Detective Bureau Remodeling (#4) . Acceptance of the law bid meeting specifi- <br /> cations ($9,886 from A. Brooks Ccitpany, Inc.) for remodeling a portion of the <br /> Detective Bureau was recommended. <br /> Purchase of Yard Waste Recycling Eauitm ent (#5) . City staff prepared specifi- <br /> cations, took bids, and reviewed the results on three pieces of equipment to <br /> be purchased using City general funds and a yard waste utilization grant from <br /> the Missouri Department of Natural Resources. Detailed bid reports were fur- <br /> nished to Council separately, and purchase of the following is recommended: <br /> 1. The low bid yard waste trailer meeting City specifications from Truck <br /> Equipment Company in the amount of $19,996. <br /> 2. Beckman Turf/Olathe 865TG, the low bid industrial grinder meeting all City <br /> specifications including optional features and delivery date for $63,500. <br /> 3. Winning Equipment Company model 1400 brush chipper with hydraulic jack, <br /> the law bid meeting all City specifications for $39,400. <br /> This equipment will meet the City's commitment under the State grant to have a <br /> C yard waste recycling capability well beyond the leaf mulching operations of <br /> recent years, and development of expanded means of yard waste collection from <br /> residences will be continued. <br />
