Buckner said the only outside work not finished is the exterior painting <br /> and landscaping; he was not aware of any requirements for inside work. 1 <br /> Mayor Majerus reminded Council of the lengthy period this matter has been un- <br /> der consideration and of the several extensions granted the church, with few <br /> results. She suggested the permit should not be granted until all the work is <br /> done to the City's satisfaction and the required conditions are met. <br /> Mr. Price asked that the staff look at the church to see what's been done, and I` <br /> then Rev. Buckner will have a clearer picture of what he still needs to do. <br /> He said his vote to deny is not a reflection on the churdi's right to exist, <br /> but he agreed that a permit should not be issued until the work is done. <br /> All voted Aye in favor of denial of the conditional use permit. <br /> I <br /> Mayor Majerus encouraged Rev. Buckner to get the work done as quickly as pos- <br /> sible, adding that all want to see the building brought up to City codes. <br /> SITE PLAN REVIEW - 7930 OLIVE MU EVARD <br /> The City Manager said approval was reoa. ended for the Chinese food catering <br /> business at 7930 Olive Boulevard to add restaurant service, subject to the <br /> following conditions: <br /> 1. A detailed landscaping plan shall be provided to the Director of Planning <br /> for his review and approval. Landscaping shall be installed and main- <br /> tained in accordance with the approved plan. <br /> 2. All signs on the premises shall conform with the University city Sign <br /> Code. <br /> 3. The carry-out window shall be removed from the east side of the building <br /> and no drive-through service shall be provided on the site. Carry-out <br /> service shall not became a dominant portion of the business without the <br /> approval of the City Plan Commission and the City Council under a Condi- <br /> tional Use Permit. t <br /> Mr. 011endor-ff said his understanding was that the applicant has agreed to <br /> comply with the above conditions. <br /> Mr. Adams noted that the applicant intends to apply for a liquor license, and <br /> he asked Council to consider whether the present business would fall under the <br /> policy of asking new restaurants to operate successfully for six months before f <br /> receiving a liquor license. Mr. Adage felt the present business was not the <br /> equivalent of a restaurant operation, even though it doesdispense food. <br /> Mr. Schooner moved approval including all conditions.
