No signs of any type shall be displayed on the premises with the exception of a single sign, 24" x 42", permanently attached to the front building wall at the first floor level. The sign may be illuminated by a single ground mounted light in a fully shielded fixture so that no part of the bulb is visible from adjoining property. 8. No person on the premises shall be permitted by Y.E.S. to -use, possess, distribute or transfer any drug which is designated by the Division of Health of the State of Missouri, under the provisions of Section 195.230 R.S.Mo., to be a barbituate, stimulant or hallucinogenic drug; nor pos- sess, use or distribute or transfer any narcotic. It was determined that the applicant has agreed to all conditions. Mrs. Schuman questioned whether Condition #1 applied to the current remodeling proposed in the submitted plans. Director of Planning Al Goldman said the in- tent of the condition applied to future changes only. Mrs. Schuman felt the current plans were excellent and would enable the group to more comfortably meet the needs of youngsters in the community; it will also improve a major building here. Mr. Wagner moved approval with all conditions. Mr. Schomer seconded the mo- tion, which carried unanimously. CONDITIONAL USE PERMIT EXTENSION - 8202 DELMAR The City Manager said he originally recommended approving a six-month exten- sion of the conditional use permit for Agudas Israel, 8202 Delmar, based on an understanding from the applicant that their plans would be ready for approval by the time of this meeting; however, the plans submitted are not in shape for approval and the recammendation is withdrawn. He said Councilmembers asked that this matter be put on the regular agenda for discussion. Mr. Mayer Klein, 8055 Teasdale, president of Agudas Israel, came forward. He asked that his organization be granted a nine-month extension to complete the required building improvements, since the work involved has been much more ex- pensive than anticipated. In response to Mrs. Thompson, Mr. 011endorff said he did not feel a nine-month extension was warranted. Mrs. Schuman asked for further explanation regarding the plans, and Mr. 011en- dorff said three items remained to be completed plans for which were expected at this meeting; based on that, he would have recommended a six-month exten- sion. However, the plans are not here, and those that have been seen by the City do not need to cost as much as the applicant asserts. Mr. Klein said his organization did not want to do more than was required although it wants the building to be attractive, and in order to do that, he believed a nine-month extension was necessary.
