No more than seven (7) boys and no more than seven (7) girls shall be <br /> housed on the premises at any one time on an overnight basis. <br /> 7. No signs of any type shall be displayed on the premises with the exception <br /> of a single sign, 24" x 42", permanently attached to the front building <br /> wall at the first floor level. The sign may be illuminated by a single <br /> ground mounted light in a fully shielded fixture so that no part of the <br /> bulb is visible from adjoining property. <br /> 8. No person on the premises shall be permitted by Y.E.S. to -use, possess, <br /> distribute or transfer any drug which is designated by the Division of <br /> Health of the State of Missouri, under the provisions of Section 195.230 <br /> R.S.Mo., to be a barbituate, stimulant or hallucinogenic drug; nor pos- <br /> sess, use or distribute or transfer any narcotic. <br /> It was determined that the applicant has agreed to all conditions. <br /> Mrs. Schuman questioned whether Condition #1 applied to the current remodeling <br /> proposed in the submitted plans. Director of Planning Al Goldman said the in- <br /> tent of the condition applied to future changes only. Mrs. Schuman felt the <br /> current plans were excellent and would enable the group to more comfortably <br /> meet the needs of youngsters in the community; it will also improve a major <br /> building here. <br /> Mr. Wagner moved approval with all conditions. Mr. Schomer seconded the mo- <br /> tion, which carried unanimously. <br /> CONDITIONAL USE PERMIT EXTENSION - 8202 DELMAR <br /> The City Manager said he originally recommended approving a six-month exten- <br /> sion of the conditional use permit for Agudas Israel, 8202 Delmar, based on an <br /> understanding from the applicant that their plans would be ready for approval <br /> by the time of this meeting; however, the plans submitted are not in shape for <br /> approval and the recammendation is withdrawn. He said Councilmembers asked <br /> that this matter be put on the regular agenda for discussion. <br /> Mr. Mayer Klein, 8055 Teasdale, president of Agudas Israel, came forward. He <br /> asked that his organization be granted a nine-month extension to complete the <br /> required building improvements, since the work involved has been much more ex- <br /> pensive than anticipated. <br /> In response to Mrs. Thompson, Mr. 011endorff said he did not feel a nine-month <br /> extension was warranted. <br /> Mrs. Schuman asked for further explanation regarding the plans, and Mr. 011en- <br /> dorff said three items remained to be completed plans for which were expected <br /> at this meeting; based on that, he would have recommended a six-month exten- <br /> sion. However, the plans are not here, and those that have been seen by the <br /> City do not need to cost as much as the applicant asserts. Mr. Klein said his <br /> organization did not want to do more than was required although it wants the <br /> building to be attractive, and in order to do that, he believed a nine-month <br /> extension was necessary. <br /> Following further discussion, Mr. Schoomer moved to table this matter until <br />
