He said same of the trees in the area <br /> were 80 years old and cutting them down would hurt the area's attractiveness. <br /> Mayor Majerus closed the public hearing at 8:24 p.m. <br /> Mr. Adams felt there were still misconceptions among the speakers. Buildings <br /> are not permitted in the flood plain, however, the proposed home will be adja- <br /> cent to one already built, he said. Also, vacation of property to individuals <br /> has been done numerous times when it was beneficial for all concerned. He <br /> asked if the lots could have been developed if the street was built. The City <br /> Manager said the lots could be built on as long as they were the proper size. <br /> In response to Mr. Adams, Mr. 011endorff said he understood that the Mays' <br /> concern was access to their property, but if the street is vacated, he did not <br /> know how it could be used for access since it would no longer be public. <br /> Mayor Majerus said it seemed the public hearing was held somewhat prematurely, <br /> and the matter should be referred to staff to investigate and perhaps make a <br /> recommendation. She suggested holding a second public hearing after all the <br /> information has been collected and disseminated to the citizens. <br /> Mr. Adams asked if federal law prohibited building in a flood plain, and Mr. <br /> 011endorff said that was correct. <br /> Mr. Price asked if it was correct that the Mays could not build where the for- <br /> est is located without getting approval from the City first. Mr. 011endorff <br /> said that was correct, and it would also apply to a subsequent owner. <br /> Mrs. Thomson agreed with the Mayor that Council did not have sufficient in- <br /> formation on which to base a decision, and the staff should look into it. <br /> Mayor Majerus said after the staff investigates, the neighbors and others con- <br /> cerned will be notified of the second public hearing. <br /> UNIVERSITY CITY BEAUTIFICATION COMMITTEE <br /> The City Manager said the University City Beautification Committee has asked <br /> to make a presentation to the City Council. He said Council earlier received <br /> a letter outlining the Committee's projects and request for support for the <br /> current year. <br /> Ms. Susan Hopper, 512 West Point Avenue; Ms. Mary Ann Shaw, 7233 Kingsbury; <br /> and Ms. Jane Schaeffer, 7146 Kingsbury, came forward. Ms. Hopper said a re- <br /> cent letter to the City Manager asked for a City contribution of $5,000 for <br /> the Beautification Committee. She said the Committee spent $12,000 in the <br /> past year on public projects, and its fundraising capacity cannot be stretched <br /> to raise that much money to fund projects on public land. She pointed out <br /> that their request was for less than half of their public expenditures. <br /> Mr. Adams inquired whether the Ccat¢nittee was asking for funds for this, or the <br /> next, budget year. Ms. Hopper said they would like the money now. Mr. Adams <br /> said this year's budget was approved several months ago. <br />
