Session 1533, Minutes Page 7 <br /> (Me December 10, 1990 <br /> this evening, and Mrs. Thompson added that St. Louis Alderman Terry Kennedy <br /> was also present. Mayor Majerus welcomed both Representative Uumpe and Al- <br /> derman Kennedy. <br /> LIQUOR LICENSE - 7930 OLIVE STREET ROAD <br /> The City Manager said the Golden Ocean Restaurant, 7930 Olive, applied for a <br /> license to sell all types of liquor by the drink on weekdays and Sunday. He <br /> said the restaurant has operated a catering and food distribution business at <br /> this location for several years although it has been open as a restaurant <br /> only since October; however, the applicant has operated other restaurants in <br /> the area for many years, with one location having a liquor license for sever- <br /> al years. The applicant meets all City requirements and has a clear record. <br /> Mr. Price moved approval, with Mr. Schoomer seconding the motion. <br /> The applicant, Mr. Stephen Yuen, 14219 Cedar Springs, Town and Country, was <br /> asked to come forward. Mr. Yuen said he has previously held liquor licenses <br /> in four of his restaurants. <br /> All voted Aye. <br /> COUNCIL DISCUSSION - CITY'S ENVIRONMENTAL PROGRAMS <br /> The City Manager said the Mayor requested that time be set aside at this time <br /> for Council discussion on the progress of the City's various environmental <br /> programs and the success of the roll-out refuse cart program. <br /> Mayor Majerus said she made this request because she felt the City was not <br /> communicating as clearly as possible with residents regarding various pro- <br /> grams, particularly the recycling programs, since there is not as much parti- <br /> cipation as expected. <br /> Mr. Price said he has had positive feedback regarding the roll-out carts, <br /> even though there were some complaints early in the program regarding their <br /> heaviness and bulkiness. He noted one location where there had been perman- <br /> ent dumpsters in the street that were replaced by roll-out carts, and the <br /> area looks 100% better than it did before. <br /> Mrs. Schuman said she has received complaints about the large size of the <br /> roll-out carts for those who don't generate much refuse or who are elderly or <br /> frail; other complaints had to do with difficulty in moving the carts on a <br /> slanted lot, or screening the carts where houses are extremely close and lots <br /> small. She received a few complaints that the carts were too small but found <br /> that most of those came from people who were putting their refuse in bags be- <br /> fore they put them in the carts, which creates dead air space and cuts down <br /> on storage space. Another problem is that cars may park in front of the <br /> carts, preventing them from being emptied. On the plus side, the cart is <br /> very easy to use compared to bagging trash, and the neighborhoods are neater <br /> and cleaner since birds and animals cannot get into the carts. <br /> Mrs. Thompson said she received similar complaints about the carts early in <br />
