{ <br /> Session 1533, Minutes Page 8 <br /> 1Le December 10, 1990 <br /> the program--too large and bulky, hard to manage, no driveway, difficulty in <br /> maneuvering in bad weather, etc. She has had few coaplaints recently, and <br /> said the City is looking much neater and cleaner. She said she has received <br /> calls recently from those who do not yet have the carts, but want them. <br /> Mr. Adams agreed, adding that he has received much more in the way of posi- <br /> tive rather than negative feedback, especially recently. He also has taken <br /> calls from residents who want the carts in their neighborhoods, noting that <br /> those who are still using bags have experienced a larger number of crows in <br /> their area. He agreed with the Mayor that communications with residents have <br /> not always been effective and that improvements must be made. He said strong <br /> educational efforts will have to be made regarding the state law prohibiting <br /> yard waste from being included with regular refuse next year. He suggested <br /> that Council consider forming a citizen task force with a sunset provision to <br /> study this matter, and help inform the citizenry of the need for recycling. <br /> Mr. Schoomer said that was an excellent idea and Council should proceed to <br /> set up such a body quickly. Regarding polycarts, he felt most residents who <br /> have them think they're wonderful, however, a very small but vocal minority <br /> do not like them. He said the City should continue expanding the programs <br /> already in place, as well as adding new recycling categories (glass in 1991, <br /> plastic in 1992) and particularly to push for increased citizen participation <br /> in the curbside programs. He also hoped that ways could be found to dispose <br /> of things such as tires, batteries and other items that have a toxic impact. <br /> Mr. Wagner agreed with earlier comments on the polycarts, adding that some <br /> residents objected strenuously to reducing pickups to once a week, although <br /> that seems to have become more acceptable. He asked Mr. 011endorff when the <br /> cart program will be expanded to the entire city. The City Manager said sev- <br /> eral more neighborhoods were to be added in March, however, he was waiting <br /> for a thorough analysis of the trial program (to be finished at the end of <br /> January) before the City commits to spending additional funds. <br /> Mrs. Schuman said those in the experimental program were told they would be <br /> surveyed six months after the program began, and she wanted to know if that <br /> will still be done. Mr. 011endorff said it will be a sampling, not a survey <br /> of all participants. <br /> Mr. Price said there are many things citizens can do to recycle even without <br /> organized programs, but he felt not enough effort has been made to educate <br /> citizens on the programs that are available, such as newspaper recycling. He <br /> felt more citizens would recycle if they realized haw important it is. <br /> Mayor Majerus agreed that communication is a problem and that not many effec- <br /> tive ways are available to educate citizens. She also felt the idea of a <br /> task force was excellent. <br /> Mrs. Schuman concurred, noting that many people with expertise in recycling, <br /> knowing of her interest in this subject, have called her over the last few <br /> Cre years. Some of these people are in a position to help the City in terms of <br /> developing a market, establishing priorities in the waste management programs <br /> and helping to educate the community. She would like to see a written plan <br />
