City Manager Frank Ollendorff concurs with <br />the C~am,dssion fitting that the frc~t facade of this structure should be pre- <br />served, and it meets a~ignatiicel stabHands in the Zoning Code. Althoug~ the <br />Plan C~i~assic~ voted 4-2 against a~ignation, they were not able to ccmlclede <br />that this preservation activity was not in keeping with the C~L~rehensive <br />Plan. The building owners are also not in favor of a~-~ignation. Pollowing <br />the public bearing, a counc~ may wish to re~t pre[k/ration of a bill <br />including the stan~ds presentea_ by the Historic Preservation Cu~dssion. <br /> <br />Mayor Majerus opened the public hearing at 7:45 p.m., noting that each speak- <br />er will be allowed ~0 to five ~ to present his/her view. <br /> <br />Ma. Bettye Battle-Turner, 3910 Lindell, attorney for Higher Heights ~hurch, <br />said the chu~da is o~posed to n~ignating its kuilding an historic landEark <br />because it will interfere with the shurdl's First Amenam~nt rights (by not <br />allowing the fa~a~ to look as the church wishes), and because a ~Luup with a <br />different cultural heritage should not determine how tb~ facede should look. <br /> <br />.Mr. Price arrived at this time. <br /> <br />Ms. Turner continued by noting there is no other historic m~perty nearby, <br />only c~,.~ial buildings. Also, she <br />felt there would be no move to designate this building if there was a finan- <br />cial benefit to tba City, citing another building nearby that W'dS p~uposed <br />but never designa~a because a shopping center was built instead.
