Traffic Commission
6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 505-8560, Fax: (314) 862-0694
closure for safety reasons (due to the obstruction of visibility), and the last email requested
to open Trinity southbound.
Mr. Wilson expressed still having some concerns regarding the path pedestrians will use
even if the pedestrian crosswalk was relocated to the south, south of Delmar, since the
observations reveal that pedestrians walk the shortest path possible, even still through the
roundabout, probably because that is what they were used to. He explained that it would
take a lot to prevent people from walking parallel with Delmar. Mr. Wilson explained to the
United Methodist Church Representative that Staff is conducting a test parking on the North
side of Delmar and are thinking about conducting the same test for the south side of Delmar
in an effort to make parking safer.
Council member Carr asked Mr. Wilson if the south leg of Trinity Ave was reopened to allow
for addition carpool line parking if it would make it unsymmetrical, and if the Historic
Preservation Commission would be acceptable with an unsymmetrical design. Mr. Wilson
confirmed that the Historic Preservation Commission has not approved anything that is
unsymmetrical.
Commissioner Hales asked Mr. Wilson what happened to the Engineering firm that was
hired to assist with this project. Mr. Wilson explained that the company had a limited scope
and was asked to provide some concept drawings of what could happen as well as pros
and cons. Commissioner Hales expressed his frustration that this matter was presented to
the Commission and voted on 6 months ago. Commissioner Hales opined that the two new
Commission members need to hear the information discussed in the November meeting.
Commissioner Hales mentioned that the Traffic Commission was not presented with any
statistics in terms of traffic accidents. Commissioner Hales doesn’t see the purpose of
taking another vote as a vote was taken back in November.
Mr. Wilson stated that he does have concerns about the safety issues and the way that
people normally walk. Mr. Wilson further stated that he didn’t feel like shifting the sidewalk
would eliminate the blind spot. Mr. Wilson explained that the safety issue expressed from
an Engineers point of view is, the simpler it is the safer it is.
Commissioner Hales asked Mr. Wilson what the current width of Trinity is now and does the
code allow for 90 degree parking on a two-way street that is narrow with heavy traffic. Mr.
Wilson explained that the current layout was done as a test. Mr. Wilson stated that he
would most likely widen Trinity a little more and push the parallel parking to the West a little
bit more. Mr. Wilson pointed out that he liked the idea of no pick-up trucks parking there.
Mr. Wilson advised that staff was also considering half hour parking on the parallel parking
side, which would keep cars out of there and when backing up there would be more space.
Page 6
Traffic Commission Minutes – May 14, 2014
