Traffic Commission
6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 505-8560, Fax: (314) 862-0694
Commissioner Warbin expressed his concern about the fact that a recommendation from
the Traffic Commission was not passed on to the City Council. Commissioner Warbin
pointed out that last month at the meeting Mr. Wilson asked the Commission for a gut
reaction to closing off both portions of Trinity. Commissioner Warbin expressed that his gut
reaction is that Trinity needs to be closed. Commissioner Warbin expressed that he
appreciates the information provided from United Methodist School and Church. He further
expressed that he is sensitive to the concerns that they have and would be happy to go
back and look at the information provided.
Commissioner Wofsey pointed out that one of the members of the Traffic Commission also
sits on the Council. Commissioner Wofsey further pointed out that the minutes from the
Traffic Commission meeting go to each member of the Council. Thus, if this was a matter
that the Council wanted to take up quickly then they had notice.
Councilmember Carr clarified that when this issue is presented to Council, Staff can present
their recommendation parallel to the Traffic Commission’s recommendation, for Council to
have a complete perspective of the matter.
Commissioner Hales made a motion to have staff to take the recommendation from the
November 13, 2013 meeting regarding the closure of Trinity to the City Council and that the
Commission does not take a second vote on this issue. Motion was seconded by
Commissioner Creer, and unanimously approved.
Commissioner Warbin recommended to amend the motion to provide that the current
temporary closures be maintained in the interest of the City. Amendment was not seconded
thus withdrawn.
Mr. Wilson advised that this issue will be on the agenda for the June meeting.
Commissioner Wofsey asked that Staff provide the Traffic Commission notice of the
meeting so that they may be able to attend.
C. Forsyth Parking Restrictions (Between Ashbury & Manhattan) – Vote required
Lou Klatch, resident at 7267 Forsyth presented his request to change the parking
restrictions in the 7200 block of Forsyth. There is currently a parking restriction on the
south side of the street from 7:00am to 9:00am and 3:00pm to 6:00pm. However, on the
north side of the streets (which is where Mr. Klatch resides) there are no restrictions.
Mr. Klatch is asking that the Traffic Commission switch the parking restrictions around. Mr.
Klatch would like to see the north side have parking restrictions and the south side of the
street to have no restrictions. Mr. Klatch requested to have the changed considered
because 90 percent of the people who park on the north side live on the south side of the
street. Mr. Klatch pointed out that the residents on the south side of the street are blocking
Page 7
Traffic Commission Minutes – May 14, 2014
