<br />Traffic Commission <br />6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 505-8560, Fax: (314) 862-0694 <br />the driveways on the north side of the street, which makes it difficult for residents get out of <br />their driveways. <br />Commissioner Wofsey asked Mr. Klatch if he was applying for a residential permit. Mr. <br />Klatch stated that he checked into that and they didn’t qualify for the permit. <br />Ms. Gutierrez advised that a residential permit was created on the north side of Forsyth <br />Blvd because of the different demographics of the single family homes on the north side <br />and Multi-Residential buildings on the south side. <br />Ms. Gutierrez discussed the parking restrictions on the south side of the street and the <br />other on the north side of the street. The parking restriction on the south side is Monday <br />thru Friday from 7:00am – 9:00am and 3:00pm – 6:00pm except Saturday, Sunday and <br />Holidays. There are no parking restrictions on the North side. <br />Ms. Gutierrez further explained that between Asbury Ave to DelLin Drive there are some <br />commercial related parking restrictions near Lindell Blvd. There are parking meters on that <br />intersection. Ms. Gutierrez advised that anytime a parking restriction is requested to <br />change, it is necessary to hear from at least 2/3’s of the residents that are being affected. <br />Ms. Gutierrez clarified that the 7200 block of Forsyth Blvd is eligible for Residential Parking <br />Permit, similar to what the 7000 and 7100 blocks of Forsyth completed a few years ago. <br />Ms. Gutierrez advised that what parking restriction changes are subject to review by petition <br />and when the petitioner must gather signatures from fellow residents. <br />Commissioner Hales asked about the history of the restriction on the south side and when <br />and why was it implemented. Mr. Klatch explained that the parking has changed in that <br />block numerous times and Mr. Klatch understood it to be that there is so much traffic going <br />east (in the morning and at night) which is why the street was opened up to two lanes. <br />Ms. Gutierrez advised that the parking restriction is a peak hour parking restriction (7:00am <br />– 9:00am and 3:00pm – 6:00pm). That means that there should be two lanes of traffic flow <br />in between those hours. Ms. Gutierrez explained that it was unclear as to why both sides of <br />the street only had peak hour restrictions. Ms. Gutierrez advised that staff has agreed to <br />the removal of the peak hour restrictions. <br />Bret Shaw, 7271 Forsyth <br />Mr. Shaw expressed that it’s hard to see getting in and out driveway due to the cars being <br />parked there. Mr. Shaw further expressed that he feels that it is a huge safety issue as kids <br />dart back and for across the street. <br />Officer Margul pointed out that from December 2012 to current Mr. Klatch has called to <br />report the parking violation approximately 20 times and from the 20 times, 3 vehicles were <br />towed. <br />Page 8 <br />Traffic Commission Minutes – May 14, 2014 <br /> <br /> <br />
