<br />Traffic Commission <br />6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 505-8560, Fax: (314) 862-0694 <br />Commissioner Warbin advised that a reasonable approach would be for the Traffic <br />Commission to recommend that certain percentage of residents on Forsyth Blvd approve <br />and sign a petition with the changes in parking. Furthermore, it would be worthwhile to have <br />both sides of Forsyth Blvd come up with a comprehensive plan with a strong backing to <br />make changes permanently. <br />Commissioner Wofsey asked Ms. Gutierrez if on the South side that it was apartment by <br />rd <br />apartment 2/3 or property owner by property owner 2/3rds. Ms. Gutierrez advised that it is <br />75% according to by laws so it should be property owners. On the south side there are <br />individual owners. <br />Commission Wofsey asked Councilmember Carr to confirm if the restrictions on the south <br />side are statutory and a petition is required. The Commission nevertheless could <br />recommend to Council to eliminate the restrictions on the south side of Forsyth Blvd. <br />Councilmember Carr agreed. <br />Commissioner Wofsey explained that if the people on the north side of the street asked to <br />put a petition together for residential parking permit, it would come back to the Commission <br />to make a recommendation to Council. <br />Commissioner Hales advised that it would be nice to have a consensus from neighbors <br />about the south side restrictions. Commissioner Hales expressed that he didn’t feel as <br />though a petition was needed to remove a parking restriction as it is unclear if the parking <br />restriction was petitioned to begin with. <br />Ms. Gutierrez advised that the petitioners were given two options. One option was to do a <br />residential parking permit and the other option was to create a new parking restriction. <br />Mr. Klatch suggested that the easiest solution to the problem is to switch/flip the parking <br />arrangement of this block of Forsyth Blvd, thus eliminate the peak hour parking restriction <br />on the south side and restrict parking on the north side of the street. Mr. Klatch feels that in <br />doing so this would eliminate blocking driveways. <br />Mr. Shaw agreed with Mr. Klatch that the parking restriction should be flipped. (7:00am- <br />9:00am to 3:00pm to 6:00pm restriction moved to the north side of the street). <br />Commissioner Hales mentioned that he spoke with a resident who resides East of <br />Manhattan Ave on the North side and his concern is that he is unable to park in front of his <br />house. <br />Commissioner Hales advised that he thinks that the Commission should get rid of the <br />parking restriction altogether. <br />Page 9 <br />Traffic Commission Minutes – May 14, 2014 <br /> <br /> <br />
