Traffic Commission
6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 505-8560, Fax: (314) 862-0694
north side of the street if there is no room on the south side, in which he has no problem
with. Mr. Birenbaum expressed that parking trucks next to driveways are a very valid
problem. Mr. Birenbaum suggested that the City paint yellow markers on a sufficient part of
the curb next to the residents’ driveway so that will give the resident room to safely pull or
back out.

Mr. Birenbaum expressed that there is four parking spaces in front of his house, but some
people park in such a way that eliminates some of the parking spaces, cutting down to
three. Mr. Birenbaum feels that if the parking spaces are clearly marked with yellow
markers. Mr. Birenbaum feels that in doing this, it would help to maintain the four parking
spaces in front of his house and on the entire north side and feels that it would be beneficial
to do the same thing to the south side of the street too.

Commissioner Wofsey informed Mr. Birenbaum that in order to put in the parking restriction
that he’s requesting there would need to be a petition put in place and have approval from
75 percent of the people in the affected area. Mr. Birenbaum was unaware of that and
thanked Commissioner Wofsey for giving that information.

Commissioner Warbin asked Mr. Birenbaum to explain what he meant when he was talking
about students. Mr. Birenbaum explained that he was referring to the students that live
across the street on the Southside and have parking stickers. He further explained that the
students who do not live there and parks there without a permit will be ticketed.

Commissioner Wofsey explained that if the restriction only applied to the north side the
resident would have to live on the north side in order to get into the permit program. Mr.
Birenbaum that permit parking should be issued made for those who live on both the north
side and south side of the street. Mr. Birenbaum explained that he is suggesting that a
parking permit be issued that that residents will be able to park on either side of the street.

Commissioner Wofsey reminded everyone that a recommendation was made to lift the
parking restriction on the south side of the street. Commissioner Wofsey advised that, that
recommendation is still out there and has not yet gone anywhere.

Dee Garcia, 7251 Forsyth
Ms. Garcia explained that she has been in the neighborhood for six years. She further went
on to express that she is in favor of parking restriction on the north side of the street. She
expressed that the new houses were built with no parking in front of them at all and the
parking spaces on the north side are much smaller.

Ms. Garcia further explained that students can’t park on their side of the street they leave
their trash carts out all the time. Ms. Garcia explained that the trash carts are often knocked
over, have lids open, and are filled with water. Ms. Garcia feels that it makes sense to
match the 7200 Block of Forsyth to the 7000 and 7100 blocks of Forsyth Ave. Ms. Garcia
expressed that if the students were required to put their trash carts away it would make that
neighborhood look so much nicer.

Page 3
Traffic Commission Minutes – June 11, 2014
