<br />Traffic Commission <br />6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 505-8560, Fax: (314) 862-0694 <br />Ms. Garcia, explained how when she left her trash cart out the a representative with the <br />City of University City came by and gave her a citation, but the students across the street <br />leave their trash cart out all the time. Ms. Garcia feels that the trash carts are left out on the <br />south side of the street thus causing the lane being closed on that side. <br /> <br />Commissioner Wofsey asked Public Works to take a look at the issue with trash carts left <br />on the parking lane for equal enforcement given to everyone. <br /> <br />Mr. Birenbaum, expressed that when they have guests in the evening there is nowhere for <br />their guests to park. Commissioner Wofsey advised that under the parking permit pass the <br />resident would be able to give their guest a two visitor parking pass that can be hung in the <br />windshield. <br /> <br />Commissioner Hales asked staff when east of Asbury became permanent parking and what <br />was deemed to be the affected area. Ms. Gutierrez explained that back in 2009 the north <br />side of the 7000 and 7100 block of Forsyth requested a residential parking permit. The <br />petition was submitted to the city from the majority of the north side property owner’s <br />signatures. Ms. Gutierrez advised that subsequent to that the parking restriction was <br />eliminated on the south side for the students and residents to be able to park during peak <br />hours. <br /> <br />Commissioner Wofsey asked Ms. Gutierrez if anything else in that petition was unusual that <br />the commission should think about and Ms. Gutierrez advised that special accommodations <br />had to be made for the churches located near the intersection of Big Bend Blvd and Our <br />Lady of Lourdes regarding visitor parking. <br /> <br />Commissioner Wofsey advised that she had spoken with a few residents who reside on the <br />south side of the street on the eastern part of Forsyth. Those residents thought that their <br />parking was affected, but were not present at the meeting. <br /> <br />Betsy Meyland-Smith, 7275 Forsyth Blvd <br />Ms. Meyland-Smith explained that the Metro bus travels on the north side of the street and <br />the bus stop is in front of her driveway. Thus there are a lot of people coming across the <br />street. Ms. Meyland-Smith pointed out that there is no bus that comes on the south side of <br />the street only the north side of the street. Ms. Meyland-Smith advised that the commission <br />keep this in mind. <br /> <br />Mr. Klatch explained that for the existing Residential Parking Permit on the north side of the <br />7000 and 7100 blocks of Forsyth Blvd on the north side of the street there were 25 <br />signatures representing 19 properties from a total of 23 properties on the 7000 and 7100 <br />blocks of Forsyth Blvd. There were 183 letters sent out only received 8 responses back. <br />Out of the 8 responses 4 were in favor and 4 were against the parking permit. <br /> <br />Commissioner Barnes asked staff how the time from 9:00am – 9:00pm was decided. Ms. <br />Gutierrez explained that the residents decided the hour limitation.
