<br />Traffic Commission <br />6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 505-8560, Fax: (314) 862-0694 <br /> <br />Commissioner Hales made a motion to define what the affected area for the petition to be <br />for the 7200 block of Forsyth on the north side (between Asbury Ave and Manhattan Ave), <br />for the purposes of Residential Parking Permit between the same hours as East of Asbury <br />Ave. Motion was seconded by Commissioner Warbin and unanimously approved. <br /> <br />Commissioner Wofsey reminded the commission that there is a recommendation made last <br />month to lift the parking restriction on the south side. Ms. Gutierrez advised that she didn’t <br />see a problem with removing the parking restriction on the south side now. <br /> <br />Commissioner Warbin made a motion to remove the parking restriction on the south side of <br />Forsyth Blvd. Motion was seconded by Commissioner Barnes and unanimously approved. <br /> <br />B. Parking restriction petition for a single parking space – Vote required <br /> <br />Ms. Gutierrez explained that this item was requested by the Traffic Commission to clarify <br />the procedure when a resident requests a parking restriction 20-30 feet long which is <br />equivalent to one vehicle parking space length. Clarification on the affected households that <br />would be part of a potential petition was for the main purpose of this request for information <br />to create a parking restriction. <br /> <br />Ms. Gutierrez further explained that the By-Laws have stipulations about the commission <br />determination of the affected households for each request. Staff is recommending that the <br />petitioner be asked to have three properties directly across the street and one (1) property <br />owner on either side. <br /> <br />Commissioner Barnes suggested that there needs to be some type of permit record that <br />can easily be referred to. Ms. Gutierrez explained that something could indeed be added to <br />the By-Laws. Commissioner Warbin also suggested that words, “at minimum” be <br />emphasized or added to the three houses across the street and the house on either side <br />just in case a situation should arise that requires more than that. <br /> <br />Commissioner Hales wanted to know what would be the process for undoing this restriction <br />if someone were to move and decide that they didn’t like it, and how this process would be <br />different from the process where there is an accessible parking space. <br /> <br />Commissioner Wofsey advised that it should be written as a general guideline that would <br />allow the flexibility to consider individual circumstances. Commissioner Hales agreed with <br />Commissioner Wofsey on handling this on a case by case basis. <br /> <br />Ms. Gutierrez advised that when a specific resident desires to have an assessable parking <br />space staff monitors annually the locations to ensure the resident didn’t pass away or <br />move.
