<br />Traffic Commission <br />6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 505-8560, Fax: (314) 862-0694 <br />Ms. Gutierrez suggested that she create a policy that includes all the parking requests, <br />petitions, etc. So that each time there is an issue such as this, it can be brought to the <br />Traffic Commission meetings so that a recommendation can be made based on that policy. <br />Commissioner Wofsey suggested that Ms. Gutierrez bring a draft of the policy to the next <br />meeting. Ms. Gutierrez agreed. <br /> <br />Commissioner Barnes made a motion to allow Ms. Gutierrez to create a policy that <br />includes, requests, and petitions to the next meeting. Motion was seconded by <br />Commissioner Hales and was unanimously approved. <br /> <br />FY 2014 Annual Report – No Vote required <br />C. <br /> <br />Commissioner Wofsey presented the description of the report. No discussion took place. <br /> <br />D. Council Agenda Items submittal by Traffic Commission – No Vote required <br /> <br /> <br />Ms. Gutierrez presented to the Traffic Commission the general procedure of submitting <br />items to council. The Traffic Commission approves a motion and that motion is recorded in <br />the minutes. Then the Public Works and Parks Liaison prepares the council cover letter with <br />summarizing what the item was approved by the commission. All information is included in <br />order to give the Council a comprehensive knowledge of their request, including the <br />minutes, staff report that was presented to the Traffic Commission. After that, the Director <br />of Public Works reads all information and submits it to the City Clerk/City Manager’s office <br />for inclusion in the agenda. The items to the agenda must be submitted two weeks before <br />the City Council Meeting. Next, the City Manager reviews the agenda item with the Director <br />of Public Works and if additional information is required, he asks for it. The time to do the <br />additional analysis could be a few hours or months depending on the analysis required. <br />Finally, the City Manager approves the inclusion of the item to the City Council agenda. <br /> <br />Commissioner Womack asked if staff works on the recommendation to the Council right <br />away or if there was some down time. Ms. Gutierrez explained that she works on her <br />Council cover letter immediately after the minutes are ready and drafted for the inclusion of <br />the agenda item. <br /> <br />Commissioner Hales stated that Mr. Wilson told the Commission that the November <br />recommendation to the Council and that this would take place at the June Council meeting <br />which was the second Monday in June. Commission Hales pointed out that this item was <br />not on the agenda and that the commission was not updated as to why this item was not on <br />the agenda, after being told that it would be. <br /> <br />Commissioner Wofsey asked Ms. Gutierrez how long it typically takes for an item to move <br />from the Traffic Commission meeting to the City Council. Ms. Gutierrez advised that it <br />depends on the length of the meeting. Ms. Gutierrez further explained that if the minutes <br />take a week to be produced then two more weeks are needed for the before the next City <br />Council meeting.
