Traffic Commission
6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 505-8560, Fax: (314) 862-0694
Gutierrez explained that sometimes items are delayed for special circumstances such as,
something needs to be added or further analysis may be needed.

Commissioner Warbin explained that it is assumed that the recommendation will go to City
Council. Commissioner Warbin further stated that he expect to see recommendations made
by the Traffic Commission, to be forwarded to the City Council, as this is the purpose of the
Traffic Commission.

Commissioner Hales expressed that the Commission’s ability to advise the Council has hit
a road block. Commissioner Hales suggested that a discussion is made about how
recommendations get to the Council. Commissioner Wofsey suggested that this discussion
and conversation be continued into item 4 E.

E. Trinity Avenue at Delmar Boulevard – Update – No Vote required

Commissioner Wofsey expressed to Ms. Gutierrez that she wanted to register her strong
dismay and discomfort that Mr. Wilson was not at the Traffic Commission Meeting.
Commissioner Wofsey further expressed that she was assured that there would be an
explanation of what happened in the last month, and why the Commission’s
recommendation was not sent to Council to appear on the agenda last Monday.

Mr. Alpaslan explained that opening of Trinity Avenue west of the roundabout intersection
as recommendation by the Traffic Commission makes the overall layout of the intersection
not symmetrical. Mr. Alpaslan further explained that Historic Preservation Commission
made the recommendation to approve the symmetrical layout. Mr. Alpaslan advised that
now the action is to take this issue back to that commission since the recommendation from
Traffic Commission is not symmetrical with opening the Trinity legs.

Commissioner Wofsey asked Mr. Alpaslan what was taken to the Historic Preservation
Commission. Mr. Alpaslan advised that the symmetrical design was taken to the Historic
Preservation Commission. Ms. Gutierrez advised that they have seen the Roundabout
design. The Roundabout design has opened Trinity, one lane east and one lane west. Ms.
Gutierrez advised that the Historic Commission has to see exactly what the Traffic
Commission is requesting, which is two lanes west bound and one lane eastbound.

Ms. Gutierrez advised that the Traffic Commission is welcome to attend the Historic
Commission Meeting which is scheduled to take place on June 19, 2014.

Commissioner Wofsey asked Ms. Gutierrez if the Historic Preservation Commission would
be receiving what was presented in November 2013. Ms. Gutierrez advised that she could
send the Traffic Commission what will be presented to the Historic Preservation
Commission. Commissioner Wofsey confirmed that they would like to see what will be
presented.

Commissioner Hales asked Ms. Gutierrez why is it that when the Commission made a
recommendation to pursue Option B, but instead Option C is presented in addition to Trinity
Page 7
Traffic Commission Minutes – June 11, 2014
