Mr. ~a~ms secoraed the motion, and all voted Aye.

Sri'~: PLAN RESUEMISSION - 8369 OLIVE S~Lvau~i· EOAD

The City Manager said a site plan for a youth dance club was postponed from
the last meeting pending a search for a more appropriate site. The applicant
w~s unable to find an alternate site and asks that Council consider the orig-
inal plan but with expanded rules and operating procedures.

The applicant, Ms. Shirley Stanford-Gordon, 1129 E. Parkedge, said several
sites were examined with City assistance, but the best available still seems
to be 8369 Olive. She explained the club format to Mrs. Tn~L~son, who was
not at the meeting when this was discussed.

Mr. Price liked the project but had two concerns--noise that may bother the
neighbors whose homes are immediately adjacent to the parking lot and alley
behind the building; and security, particularly on the parking lot. Ms.
Gordon said there would be people patrolling the parking lot.

Mrs. ITAux~SOn also liked the club idea, but was worried about practical ways
of keeping cot teenagers who are likely to cause trouble. Ms. Gordon said
only members will be allowed and non-members will not be permitted to enter.

Mayor Majerus said althcogh she too endorsed the concept, she shared the con-
cerns expressed by Mr. Price about the location.

Mrs. Schuman said taking on a project like this was an enormous responsibili-
ty, but Ms. Gordon had obviously dons scee resA~ch and given a great deal of
thcoght as to how this kind of club might work successfully.

Mr. Price agreed but was still concerned about what might happen with a resi-
dential area in such close proximity.

Mrs. Th~l~uson agreed with Mrs. Schtm~n, and felt Ms. Gordon should be given a
chance to try her project with strong support f.r3...mL the City.

Mr. ~aams said it was difficult to reach a decision in this situation since
the idea is a fine one, but the site is less than ideal; however, he reluc-
tantly agreed with Ma. Sch~uan that this project should be given a chance.

Mr. Schoener disagreed____, adding that the scale of the project, number of peo-
ple who r~ to be served, and the risks atte~ant on failure, make him be-
lieve it cannot be dons successfully at this site. He felt a larger site
was needed, and could not support the project at this location.
