<br />which had Trinity Avenue open with two eastbound lanes and one westbound lane but would be <br />non-symmetrical. <br /> <br /> Discussion <br /> <br /> <br />-HPC members discussed their role as a Commission and the need to separate between safety <br />aspects and their authority as set forth in the Zoning Code, which emphasized conformity with <br />the District Standards and the 1985 and 1993 Plans for the Civic Plaza. <br /> <br />-The importance of compatibility, whether Trinity was open or closed, was discussed. <br /> <br />-Mr. Wilson stated that it had not been determined yet how it might look if closed and it was just <br />conceptual at this point. <br /> <br />-Staff reminded the Commission members that their recommendation from the May 1 meeting <br />remained in effect and any future recommendations would be advisory to staff as stated in the <br />Zoning Code. <br /> <br />-HPC members discussed what the specific request before them was and whether they were <br />supposed to make a recommendation based on what was included in the material distributed to <br />them. <br /> <br /> Public Comments <br /> <br />Mr. Jeff Hales 7471 Kingsbury Boulevard, addressed the Commission. Mr. Hales stated that <br />he was a Traffic Commission member but he was representing his own views, not the views of <br />the Traffic Commission, although some of his views might be shared by other Traffic <br />Commission members. He expressed concern about the agenda item calling for a <br />recommendation regarding the closure of Trinity Avenue and that Mr. Wilson was asking for <br />e <br />Commission had not seen any of the HPC recommendations. He explained the background of <br />the Traffic Commission review and recommendations from the November 2013 and April and <br />May, 2014 Traffic Commission meetings. At the May Traffic Commission meeting, the <br />members voted to not vote on the request and that the original recommendation, to open Trinity <br />Avenue, be forwarded to City Council, which has not occurred yet. He suggested that the Traffic <br />Commission and HPC have a joint meeting so both Commissions will be aware of what the other <br />is doing. He asked the HPC to not vote on the agenda item. <br /> <br />Ron Skinner 2 Princeton Avenue, addressed the Commission. Mr. Skinner stated he attended <br />the May Traffic Commission meeting and his concern was with safety when backing out of his <br />driveway. He stated it was difficult to see when backing out and that he was in support of <br />closing Trinity so he would only have to worry about traffic from one direction. <br /> <br />Bob Warbin - 7011 Pershing Avenue, addressed the Commission. Mr. Warbin stated he was a <br />new member on the Traffic Commission and his first meeting was January of 2014, so he did not <br />attend the November, 2013 Traffic Commission meeting.
