Session 1780 <br />April 17, 2000 <br /> <br />AGENDA #2 - LAW ENFORCEMENT BLOCK GRANT: <br /> <br />This time has been set aside to allow public comment on our request for funds to purchase <br />state of the art systems for information preparation and storage, alcohol breath analysis and <br />voice stress analyzer. These property acquisitions will increase the efficiency and <br />effectiveness of our Police department. Authorization of this grant application is <br />recommended following consideration of any public comment. <br /> <br />Mayor Adams stated that there were no requests to speak on this issue. <br /> <br />Mr. Sharpe moved approval of the grant application. Mr. Munkel seconded the motion. <br /> <br />Mr. Lieberman asked in what manner this was publicized so that people knew that this <br />was coming up tonight. Mr. Ollendorff said that the federal government publicizes these <br />grants and then they ask that we put them on a public agenda for council consideration. <br />He had no idea how the federal government does this. Mr. Ollendorff continued stating <br />that the City was not required to publicize it like a public hearing. Mr. Lieberman <br />responded that it seemed to him that it would be a little difficult for citizens to comment on <br />something when they have not had the opportunity to look at it. <br /> <br />Responding to Ms. Colquitt, Mr. OIlendorff stated that the breath analysis device was in <br />disrepair and that staff had been successful in getting other police departments to help us <br />out with a Ioaner. <br /> <br />The motion carried unanimously. <br /> <br />AGENDA #3 - SEWER LATERAL REPAIR PROGRAM: <br /> <br />Mr. Ollendorff recommends changing the name of our Sewer Lateral Program to Sewer <br />Lateral Repair Program and clarifying two policy provisions. First, we need to make it clear <br />that all payments due to the City must be current before an owner will be eligible to <br />participate. Second, insurance payments will be deducted from the City's repair expense. <br />These are provisions which are included in our administrative procedures but were not <br />officially adopted as part of the City Council Policy Statement. <br /> <br />Ms. Colquitt does not have any problem with all payments being due to the City before an <br />owner is eligible to participate, but would like to make sure that ambulance fees are <br />excluded from the list, since there are often special circumstances involved, <br /> <br />The sense of the Council was to agree to remove the ambulance fees from this payment <br />requirement. <br /> <br /> <br />
