That Council give consideration to the implementation of a Civil Review Board for the
oversight of police officers; and

That Council give consideration to the implementation of procedures that will encourage
public engagement and trust for under-represented groups within the city.

I. PUBLIC HEARINGS

J.
CONSENT AGENDA

K.
CITY MANAGER’S REPORT

1.
Approval to grant an easement to Metropolitan St. Louis Sewer District (MSD) for building and
maintaining a sewer line.

Mr. Sharpe moved to approve, was seconded by Mr. Jennings and the motion carried unanimously.

2.
Approval to authorize the City Manager to enter into extending parking easement and license
agreement III with U City Lions.

Mr. Jennings moved to approve and was seconded by Mr. Crow.

CITIZEN’S COMMENTS
Gregory Pace, 7171 Westmoreland, University City, MO
Mr. Pace stated that business owners in the Loop did not need any help from the City and that this
should be a parking lot designed to generate income through the assessment of parking fees.

The motion of Mr. Jennings to approve carried unanimously.

3.
Approval to authorize the City Manager to enter into a contract for the Olive Boulevard Fiber
Feasibility study, not to exceed $45,000.

Mr. Sharpe moved to approve, was seconded by Mr. Jennings.

CITIZEN’S COMMENTS
Tom Sullivan, 751 Syracuse, University City, MO
Mr. Sullivan noted that the “not to exceed cost” had previously been capped at $25,000 versus the
current $45,000. He stated that this industry is in flux and many of these firms are competing in
cities around the country. So the City should be asking the suppliers to provide a feasibility study
rather than paying $45,000 to have it done. Mr. Sullivan asked who would benefit from the
installation of fiber optics.

COUNCIL’S COMMENTS
Dr. Carr stated that she had received information about the collaborative in her packet, but the draft
contract had not been attached so she would not be able to give this item consideration.

Mr. Crow stated that he had not received a copy of the contract.

The motion of Mr. Sharp to approve carried by a majority, with a Nay votes from Dr. Carr and Mr.
Crow.

4.
Approval of Conditional Use Permit (C.U.P.) for 7290 Olive Blvd, 1166 Midland Blvd, U-Haul
International, Inc.

Mr. Sharpe moved to approve, was seconded by Mr. Jennings and the motion carried unanimously.

5.
Approval of Conditional Use Permit (C.U.P.) for 6314 Delmar, Racanelli Pizza.
