Session 1779 <br />April 3, 2000 <br /> <br />The Planning staff and Commission finds that there will be no major negative impact since <br />the antennas and their supporting structures will not be highly visible from adjacent <br />properties. Mr. Ollendofff said that the code requires that they be available for other users <br />and he would like the applicant to verify whether or not they will comply with this <br />requirement. <br /> <br />Mr. Schoomer moved approval. Mr. Wagner seconded the motion. <br /> <br />Mr. Lieberman wished to verify that if the FAA required aircraft warning lights, then <br />applicant would establish them. Mr. Ollendorff replied that he was correct. Mr. Lieberman <br />also wanted to find out if the applicant agreed to all of the conditions. Mr. Ollendorff <br />suggested that the applicants come up and answer Mr. Lieberman's question. <br /> <br />Russell Bean, CIS Communications represents OmniPoint Communications, 165 No. <br />Meramec #120, Clayton, Missouri. Mr. Bean stated, in response to Mr. Lieberman, that <br />they did agree to all of the conditions as stated. He also verified that they would be in <br />compliance with Mr. Ollendorff's mention of the code requirement that this area be usable <br />by other carriers. He stated that the FAA reported that they would not need any special <br />lighting in regard to these antennas. <br /> <br />Responding to Mr. Munkel, Mr. Bean replied that these antennas were for a PCS system, <br />which is basically a cellular system, but run at a higher band of frequency. This type of <br />system is more secure than the basic cellular system. <br /> <br />Responding to Mayor Adams, Mr. Bean replied that the circular area noted on attachment <br />five, was their search area for finding a suitable candidate. He pointed out attachments to <br />the Mayor that denoted their signal footprint. <br /> <br />Mr. Munkel said he feels this use is in keeping with the telecommunications ordinance that <br />was past a couple of years ago. He likes the use of existing buildings, as well. He believes <br />this should be approved by Council. <br /> <br />The motion to approve carried unanimously. <br /> <br />AGENDA #5 - CONDITIONAL USE - 8600 DELMAR TELECOM ANTENNAS: <br /> <br />Mr. Ollendorff agrees with the Plan Commission that this permit should be approved <br />subject to conditions identical with those applied to the permit for 701 Westgate which <br />included structural, operational and maintenance standards which when applied to the <br />building at this location will result in only a very limited visual obstruction. It appears that <br />only the very top of the antenna would be within eyesight of neighboring properties. <br /> <br /> <br />
