Session 1779 <br />April 3, 2000 <br /> <br />Mr. Wagner moved approval. <br />unanimously. <br /> <br />Mr. Schoomer seconded the motion, which carried <br /> <br />ORDER OF LEGISLATION: <br /> <br />Mr. Sharpe asked the City Manager to prepare appropriate legislation to vacate the walkway <br />at Birchmont/Wayne. If other questions or concerns are brought up about this, then it can <br />be dealt with when it is brought before Council. <br /> <br />CITY CLERK'S DOCKET: <br /> <br />No business. <br /> <br />CITIZEN COMMENTS: <br /> <br />Joan Botwinick, 511 Westview Dr., said that she was here with a number of other ladies to <br />present a proposal in regard to emergency repair funds for low income home owners. She <br />presented a copy to the City Clerk to be distributed to the Council at a later date. She is <br />aware of the Home Improvement Program satisfying the general need, but many people <br />who do not meet the requirements of the regular home improvement program or do not <br />need it, might still have an emergency repair that is needed. These people are on fixed <br />incomes or very low income and cannot afford to get the problem fixed. There is a definite <br />need for this type of program in University City, as well as the entire metropolitan area. <br /> <br />Susan Crowe, 6764 Chamberlain, is the Chairperson for the U. City East Housing and <br />Diversity Committee. She is here to support the initiative for the emergency repair funds <br />program. It is greatly needed. They have a matching grant home improvement program <br />that has received a great response. Unfortunately, many of the people cannot be helped <br />because of the limitations of their program. <br /> <br />Myrtline Rome, 1166 Pennsylvania, stated that she lived in U. City for twenty-nine years. <br />She has a real problem with her water pipes leaking and her basement is holding water. <br />She is hoping that she can get some money from an emergency repair fund program to <br />repair this problem. <br /> <br />Responding to Mr. Munkel, Mr. Ollendorff stated that there was funds available for <br />emergency repair funds and the programs are fully funded. Mr. Ollendorff stated that <br />emergency funding was part of the ongoing home improvement rehab program. Someone <br />that had a true emergency would be singled out and moved to the front of the list. This <br />happens very frequently, in fact, where most of the funds are used for emergencies. <br /> <br />7 <br /> <br /> <br />
