Session 1786
June 5, 2000

Mayor Adams opened the public hearing at 7:34 p.m. Being that there were no requests to
speak, Mayor Adams closed the public hearing at 7:34 p.m.

Responding to Mr. Lieberman, Mr. OIlendorff was not sure why the City Attorney chose to
rewrite the text this way, but he did feel it was best to define it and then specifically not
include it.

AGENDA ITEM #3 - ADOPTION OF ANNUAL BUDGET:

The City Council has diligently reviewed the proposed budget for the City's fiscal year
beginning July 1, 2000. I agree with all of the changes requested by the City Council and
recommend that you proceed to give final approval to the budget as amended. The
amendments include additional funding for the University City Residential Service,
employee wage and benefit improvements, City Hall furnishings, and minor reductions in
capitol expenditures for telephone and computer equipment. No tax increases were
authorized by the City Council although fees for refuse collection and ambulance service
were approved for consideration. We also request an additional $7,800 for Legislative
Conference travel expense.

Mr. Schoomer moved adoption. Ms. Colquitt seconded the motion.

Mr. Wagner wished to commend the City Manager and his staff, and especially the Director
of Finance, for their usual thorough job in preparing the budget. He believes this is a good
budget, with one exception. He disagrees with the amount that the Council has directed to
add to its own travel budget. He believes it is extravagant and unnecessary and it puts the
Council at an unprecedented level in terms of the percent of the City budget.

The motion to adopt carried unanimously.

AGENDA ITEM #4 - SETTING REZONING PUBLIC HEARING - 539 & 543 NORTH &
SOUTH:

I recommend setting July 10, 2000 at 7:30 p.m. in these Council Chambers as the time
and place to consider rezoning two lots on the west side of North & South Rd., 539 and
543, from Single Family Residential to Limited Residential as recommended by the Plan
Commission.

Mr. Schoomer moved approval and directed the City Manager to prepare the appropriate
legislation. Mr. Sharpe seconded the motion, which carried unanimously.
