Session 1785 <br />June 3, 2000 <br /> <br />AGENDA #4 - TRAINING FOR BOARDS/COMMISSIONS ON RUNNING MEETINGS: <br /> <br />Council discussed the importance of each board and commission being organized and <br />better informed in regards to by-laws, basic parliamentary procedure and the open <br />meetings law. It was decided that Council liaisons will provide a one page "cheat sheet" of <br />basic parliamentary procedures from Robert's Rules, as well as a copy of the Sunshine <br />Law. Boards and Commissions will be instructed to author their own By-Laws, wherein <br />instructions on how to conduct meetings should be found. <br /> <br />AGENDA #5 and #15 - CITY SUPPORT FOR LOOP-DE-LOOP BIKE RACE and USE OF <br />CITY PERSONNEL AND RESOURCES FOR COUNCILMEMBER'S PUBLIC ACTIVITIES: <br /> <br />The sense of Council was to allow the City Manager to decide if any new event requesting <br />city support or services would have a commercial benefit or a public benefit. Any <br />commercial event would have to pay all the associated costs, including the costs of streets, <br />barricades, emergency services, etc. Mr. Rose will develop a list of fees and a definitive <br />policy for dealing with these types of events. An event that the City Manager decides <br />would have more of a public benefit, would be given these services gratis. <br /> <br />AGENDA #6 - POLICY ON NOTIFYING RESIDENTS OF WORK SCHEDULED IN FRONT <br />OF HOME: <br /> <br />It was suggested that individual homeowners be notified when construction work would be <br />occurring in front of their house. Mr. Ollendorff stated that this would be too time <br />consuming and costly to do, but suggested putting a notice on a tree or lamppost on both <br />ends of a block. This could easily be managed as a means of notifying the residents on a <br />street of upcoming construction. Council agreed. <br /> <br />AGENDA #7 - BADGES FOR COUNCIL: <br /> <br />Council decided that a photo ID would suffice, rather than buying expensive shield <br />identification badges. The recreation facility has a photo ID machine which could be <br />utilized for this purpose. <br /> <br />AGENDA #8 - CONSTRUCTION OF RECREATION CENTER: <br /> <br />Council discussed the plans for the recreation center expansion and agreed with the details. <br />The matter of the increasing need to repair the swimming pool was discussed, as well and <br />whether or not it would be more cost efficient to just replace it. Mr. Ollendorff said that <br />$450,000 of pool repairs was already included in the bond issue estimates of the <br /> <br />2 <br /> <br /> <br />
