Session 1784
May 22, 2000

AGENDA #2 - BUDGET PUBLIC HEARING:

The City Council has set aside 7:30 p.m. this date and place for citizens to present
comments on their ideas for the 2000-2001 City budget. We propose to spend $23
million to support all of the high quality services our citizens have come to expect. We
need to raise the refuse collection monthly fee by about a dollar, while most other revenue
sources can remain at present rates until next year. The only areas envisioned for increased
expenditure are City building maintenance and City street improvements. The City Council
has scheduled a series of budget meetings and hearings over the next two weeks. Final
adoption of the budget should take place early in June, allowing time to prepare for the
beginning of our July ist fiscal year.

Mayor Adams opened the public hearing at 7:35 p.m.

Ms. Joan Botwinick, 511 Westview, requested $10,000 for a pilot program for emergency
home repairs for low income home owners. The City's home improvement loan program
does not serve this need.

Mr. Lieberman wished to acknowledged the written request from U. City in Bloom for the
same amount that they have requested in the last several years.

Mayor Adams closed the public hearing at 7:39 p.m.

Mr. Wagner believes that there seems to be a miscommunication on whether we have an
emergency housing repair fund or not. He requested that this item be added to the agenda
on the upcoming Study Session on June 3rd, so that this issue could be further discussed.

AGENDA ITEM #3 - METROLINK DANIEL BOONE EXTENSION STUDY:

We have been asked to comment on the Major Transportation Investment Analysis for
Metrolink extension into the Daniel Boone Study Area. This planning project seeks to
determine the route from 1-170 near Clayton west to the Chesterfield Valley. The route
which is recommended for City Council endorsement would take the track along I-170
north nearly to Page and then west towards Dielman, Lindbergh, Westport, and on to
Chesterfield. This route would bring more ridership and economic development potential to
University City than any of the proposed alternatives. We would advocate stations at
Delmar and Olive at 1-170.

Mr. Wagner moved approval. Mr. Sharpe seconded the motion. After brief discussion and
clarification of the study area, council unanimously approved supporting this position.

5
